Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1)ระดับการปฏิบัติงานตามเกณฑ์มาตรฐานผู้บริหารการศึกษาของคุรุสภา 2540 และระดับการบริหารงานวิชาการของผู้บริหารในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา เขตการศึกษา 5 และ 2) ความสัมพันธ์ระหว่างการปฏิบัติงานตามเกณฑ์ มาตรฐานผู้บริหารการศึกษาของคุรุสภา 2540 กับการบริหารงานวิชาการของผู้บริหารในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา เขตการศึกษา 5 กลุ่มตัวอย่างที่ใช้ในการวิจัยคือผู้บริหารและผู้ช่วยผู้บริหารฝ่ายวิชาการในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา เขตการศึกษา 5 จำนวน 107 โรงเรียน ผู้ตอบแบบสอบถามเป็น ผู้บริหารและผู้ช่วยผู้บริหารฝ่ายวิชาการ รวมทั้งสิ้น 214 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบ สอบถามเกี่ยวกับการปฏิบัติงานตามเกณฑ์มาตรฐานผู้บริหารการศึกษาของคุรุสภา 2540 และการบริหารงานวิชาการของผู้บริหารในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา เขตการศึกษา 5 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือค่าร้อยละ (%) ค่าเฉลี่ย ( ) ค่าส่วนเบี่ยงเบนมาตรฐาน (S.D.) ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ( rxy ) ผลการวิจัยพบว่า 1. ระดับการปฏิบัติงานตามเกณฑ์มาตรฐานผู้บริหารการศึกษาของคุรุสภา 2540 ของ ผู้บริหารในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา เขตการศึกษา 5 พบว่าในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายมาตรฐานพบว่าอยู่ในระดับมากเกือบทุกมาตรฐานยกเว้นปฏิบัติ กิจกรรมทางวิชาการเกี่ยวกับการพัฒนาวิชาชีพการบริหารการศึกษา ซึ่งอยู่ในระดับปานกลาง 2. ระดับการบริหารงานวิชาการของผู้บริหารในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา เขตการศึกษา 5 พบว่าในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านก็อยู่ในระดับมากทุกด้าน 3. ความสัมพันธ์ระหว่างการปฏิบัติงานตามเกณฑ์มาตรฐานผู้บริหารการศึกษาของคุรุสภา 2540 กับการบริหารงานวิชาการของผู้บริหารในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา เขตการศึกษา 5 พบว่ามีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และอยู่ในระดับสูง เมื่อพิจารณาแต่ละมาตรฐานพบว่ามีความสัมพันธ์กันในระดับสูง 3 มาตรฐาน กล่าวคือ เป็นผู้นำและสร้างผู้นำ ปฏิบัติตนเป็นแบบอย่างที่ดี พัฒนาและใช้นวัตกรรมการบริหารจนเกิดผลงานที่มีคุณภาพสูงขึ้นเป็นลำดับ 4. ความสัมพันธ์ภายในระหว่างการปฏิบัติงานตามเกณฑ์มาตรฐานผู้บริหารการศึกษาของคุรุสภา 2540 กับการบริหารงานวิชาการของผู้บริหารในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา เขตการศึกษา 5 พบว่ามีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ทุกคู่ โดยมีความสัมพันธ์กันในระดับสูง 1 คู่ คือ เป็นผู้นำและสร้างผู้นำกับการพัฒนาและส่งเสริมทางด้านวิชาการและพบว่ามีความสัมพันธ์กันในระดับต่ำ 4 คู่ กล่าวคือ ปฏิบัติกิจกรรมทางด้านวิชาการเกี่ยวกับการพัฒนาวิชาชีพการบริหารการศึกษากับการวางแผนงานวิชาการ ปฏิบัติกิจกรรมทางด้านวิชาการเกี่ยวกับการพัฒนาวิชาชีพการบริหารการศึกษากับการวัดและประเมินผลการเรียนและงานทะเบียนนักเรียน ปฏิบัติกิจกรรมทางด้านวิชาการเกี่ยวกับการพัฒนาวิชาชีพการบริหารการศึกษากับการประเมินผลงานวิชาการ ปฏิบัติกิจกรรมทางด้านวิชาการเกี่ยวกับการพัฒนาวิชาชีพ การบริหารการศึกษากับการพัฒนาส่งเสริมทางด้านวิชาการ The purposes of this research were to study : (1) the level of the job performances according to the administrators’ professional standards of Teachers’ Council B.E. 2540 and the level of the academic administration of the administrators in the secondary schools under the Department of General Education, Region 5. and (2) the relationships between the job performances according to the administrators’ professional standards of Teachers’ Council B.E. 2540 and the academic administration of the administrators in the secondary schools under the Department of General Education, Region 5. The samples were the administrators and the academic assistant administrators in the secondary schools under the Department of General Education, Region 5. There were 214 respondents who answered the questionnaires, namely, 107 administrators and 107 academic assistant administrators. The research’s instrument was the questionnaires on the job performances according to the administrators’ professional standards of Teachers’ Council B.E. 2540 and the academic administration of the administrators in the secondary schools under the Department of General Education, Region 5. The employed statistical analyses were by means of percentage (%), mean ( ), standard deviation (S.D.) and Pearson’s product-moment correlation coefficient ( rxy). The results of study were found as follows : 1. The level of the job performances according to the administrators’ professional standards of Teachers’ Council B.E. 2540 of the administrators in the secondary schools under the Department of General Education, Region 5 was overall at the high level . Considered separately in each standard, it was found that there was mostly at the high level except the one on practising the academic activities as regards the developmental administration which was at the moderate level . 2. The level of the academic administration of the administrators in the secondary schools under the Department of General Education, Region 5 was overall at the high level. Considered separately in each category, it was found that there was overall at the high level. 3. The relationships between the job performances according to the administrators’ professional standards of Teachers’ Council B.E. 2540 and the academic administration of the administrators in the secondary schools under the Department of General Education, Region 5, the correlation with each other in every part was found significantly at .01 level and at the high level. Considered in each standard, it was found the correlation with one another was at the high level in 3 standards : training and creating leaders, practise himself / herself as a good model as well as development and use higher quality innovational administration. 4. The intercorrelation between the job performances according to the administrators’ professional standards of Teachers’ Council B.E. 2540 and the academic administration of the administrators in the secondary schools under the Department of General Education, Region 5 it was found that the correlation with each other in every part was significant statistically at .01 level at the high level and only one pair, namely, ‘training and creating leaders’ was correlated with ‘development and academic supports’ at a high level. The correlation with each other in the 4 pairs was found at the low level, namely, ‘practise the activities on academic administration’ correlated with ‘academic planning’, ‘evaluation and registration’, ‘academic outcome assessment’, and ‘academic development’respectively .
