Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพ และปัญหาในการบริหารงานโรงเรียนทั้ง 3 ด้าน คือด้านงานบริหารหอนอน ด้านงานสุขภาพอนามัยนักเรียน และด้านงานอาคารสถานที่ ของโรงเรียนเฉพาะความพิการที่จัดการศึกษาสำหรับนักเรียนที่มีความบกพร่องทางสติปัญญาในภาคตะวันออกเฉียงเหนือ และ เพื่อเปรียบเทียบความคิดเห็นของบุคลากรทางการศึกษาเกี่ยวกับการบริหารงานทั้ง 3 ด้าน คือด้านงานบริหารหอนอน ด้านสุขภาพอนามัยนักเรียน ด้านงานอาคารสถานที่ ของโรงเรียนเฉพาะความพิการที่จัดการศึกษาสำหรับนักเรียนที่มีความบกพร่องทางสติปัญญาในภาคตะวันออกเฉียงเหนือ โดยจำแนกตามตำแหน่ง วุฒิการศึกษา เพศ และอายุการทำงาน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ บุคลากรทางการศึกษาสังกัดโรงเรียนเฉพาะความพิการที่จัดการศึกษาสำหรับนักเรียนที่มีความบกพร่องทางสติปัญญาในภาคตะวันออกเฉียงเหนือ ปีการศึกษา 2551 ประกอบด้วยโรงเรียนอุบลปัญญานุกูล จำนวน39 คนโรงเรียนนครราชสีมาปัญญานุกูล จำนวน 50 คน และโรงเรียนกาฬสินธุ์ปัญญานุกูล จำนวน52 คน รวมทั้งสิ้น 141 คน ซึ่งได้มาโดยการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ จำนวน 44 ข้อ มีความเชื่อมั่นทั้งฉบับ .94 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่า t ผลการวิจัยพบว่า 1. บุคลากรทางการศึกษามีความคิดเห็นต่อสภาพการบริหารงานโรงเรียนเฉพาะความพิการที่จัดการศึกษาสำหรับนักเรียนที่มีความบกพร่องทางสติปัญญา ในภาคตะวันออกเฉียงเหนือ โดยภาพรวมอยู่ในระดับมาก และเมื่อจำแนกเป็นรายด้านทุกด้านอยู่ในระดับมาก 2. บุคลากรทางการศึกษามีความคิดเห็นต่อปัญหาการบริหารงานโรงเรียนเฉพาะความพิการ ที่จัดการศึกษาสำหรับนักเรียนที่มีความบกพร่องทางสติปัญญา ในภาคตะวันออกเฉียงเหนือ โดยภาพรวมอยู่ในระดับน้อย และเมื่อจำแนกเป็นรายด้านทุกด้านอยู่ในระดับน้อย 3. บุคลากรทางการศึกษาที่มีตำแหน่งต่างกันมีความคิดเห็นต่อสภาพและปัญหาการบริหารงานโรงเรียนเฉพาะความพิการที่จัดการศึกษา สำหรับนักเรียนที่มีความบกพร่องทางสติปัญญา ในภาคตะวันออกเฉียงเหนือ โดยภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 * ครุศาสตรมหาบัณฑิต สาขาวิชาการบริการการศึกษา มหาวิทยาลัยราชภัฏอุบลราชธานี ที่ปรึกษาวิทยานิพนธ์ ผู้ช่วยศาสตราจารย์ ดร.จิณณวัตร ปะโคทัง และผู้ช่วยศาสตราจารย์นงนุช เพชรบุญวัฒน์ 4. บุคลากรทางการศึกษาที่มีเพศต่างกันมีความคิดเห็นต่อสภาพการบริหารงานโรงเรียนเฉพาะความพิการที่จัดการศึกษา สำหรับนักเรียนที่มีความบกพร่องทางสติปัญญา ในภาคตะวันออกเฉียงเหนือ โดยภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 5. บุคลากรทางการศึกษาที่มีเพศต่างกันมีความคิดเห็นต่อปัญหาการบริหารงานโรงเรียนเฉพาะความพิการที่จัดการศึกษาสำหรับนักเรียนที่มีความบกพร่องทางสติปัญญาในภาคตะวันออกเฉียงเหนือ โดยภาพรวม ไม่แตกต่างกัน 6. บุคลากรทางการศึกษาที่มีอายุราชการต่างกันมีความคิดเห็นต่อสภาพและปัญหาการบริหารงานโรงเรียนเฉพาะความพิการที่จัดการศึกษา สำหรับนักเรียนที่มีความบกพร่องทางสติปัญญา ในภาคตะวันออกเฉียงเหนือ โดยภาพรวม ไม่แตกต่างกัน 7. บุคลากรทางการศึกษาที่มีวุฒิการศึกษาต่างกันมีความคิดเห็นต่อสภาพและปัญหาการบริหารงานโรงเรียนเฉพาะความพิการที่จัดการศึกษา สำหรับนักเรียนที่มีความบกพร่องทางสติปัญญา ในภาคตะวันออกเฉียงเหนือ โดยภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 The objectives of this study were to investigate the state and problems of special schools’ administration for intellectual disable students in the Northeast of Thailand in terms of 3 administrative aspects, that is, dormitory, students’ health, and school building. The analysis of respondents’ opinions was based on their educational level, gender, and school service years. A total of 141 educational staff working for special schools’ administration for intellectual disable students in the Northeast of Thailand in the 2009 academic year containing 39 subjects from Ubon Panyanukul, 50 from Nakorn Ratchasima Panyanukul, and 52 from Kalasin Panyanukul schools were utilized as the sample group of the study. The research instrument was the five-scale rating survey questionnaire containing 44 items yielding the overall reliability coefficient of .94. The statistics including percentage, mean, standard deviation, and t-test were employed for data analysis. The research findings were as follows: 1. Overall and in the individual aspects, the state of special schools’ administration for intellectual disable students in the Northeast of Thailand in terms of 3 administrative aspects, that is, dormitory, students’ health, and school building was viewed to be performed at a high level. 2. Overall and in the individual aspects, the problems of special schools’ administration for intellectual disable students in the Northeast of Thailand in terms of 3 administrative aspects, that is, dormitory, students’ health, and school building was viewed to exist at a high level. 3. The opinions of educational staff holding position differently toward the state and problems of special schools’ administration for intellectual disable students in the Northeast of Thailand in terms of 3 administrative aspects, that is, dormitory, students’ health, and school building were found to be overall different at.05 level of significance. 4. The opinions of female and male educational staff toward the state of special schools’ administration for intellectual disable students in the Northeast of Thailand in terms of 3 administrative aspects, that is, dormitory, students’ health, and school building were found to be overall different at.05 level of significance. 5. The opinions of female and male educational staff toward the problems of special schools’ administration for intellectual disable students in the Northeast of Thailand were not found to be overall different at a significant level. 6. Those who differed in school service year did not view the state and problems of special schools’ administration for intellectual disable students in the Northeast of Thailand differently at a significant level. 7. The opinions of those who were different in educational level toward the state and problems of special schools’ administration for intellectual disable students in the Northeast of Thailand were found to be overall different at.05 level of significance.
