Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์1) เพื่อศึกษาการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลนิคมคำสร้อย อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร ทั้ง 4 ด้าน คือ ด้านการวางแผน ด้านการตัดสินใจ ด้านการดำเนินงาน ด้านการติดตามและประเมินผล 2) เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลนิคมคำสร้อย อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร จำแนกตามข้อมูลทั่วไปของผู้ตอบแบบสอบถาม ได้แก่ เพศ อายุ ระดับการศึกษา อาชีพ รายได้ สถานภาพ และระยะเวลาที่อาศัยอยู่ในเขตเทศบาล จำนวน 320 คน กำหนดกลุ่มตัวอย่างโดยวิธีของ Krejcie and Morgan และใช้การสุ่มอย่างง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการรวบรวมข้อมูล เป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน t-test และ F-test ผลการวิจัยพบว่า 1. ผู้ตอบแบบสอบถาม ส่วนใหญ่เป็นเพศชาย ร้อยละ 52.40 อายุระหว่าง 26-35 ปี ร้อยละ 29.10 ระดับการศึกษามัธยมศึกษา ร้อยละ 41.80 อาชีพรับจ้าง ร้อยละ 55.70 รายได้ 5,001-10,000 ร้อยละ 46.80 สถานภาพสมรส ร้อยละ 46.30 ระยะเวลาที่อาศัยอยู่ในเขตเทศบาล 10 ปี ขึ้นไป ร้อยละ 75.30 2. การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลนิคมคำสร้อย อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร ด้านการวางแผน โดยภาพรวม มีระดับการมีส่วนร่วมอยู่ในระดับมาก ( = 4.09) ข้อที่มีค่าเฉลี่ยสูงสุดคือ ท่านเคยเข้าร่วมประชุมเพื่อวางแผนการดำเนินงานของเทศบาล ( = 4.34) ด้านการตัดสินใจ โดยรวมมีระดับการมีส่วนร่วมอยู่ในระดับมาก ( = 4.23) ข้อที่มีค่าเฉลี่ยสูงสุด คือ ท่านมีส่วนร่วมกับเทศบาลเพื่อส่งเสริมให้ชุมชนต่าง ๆ ได้พัฒนาชุมชนของตนเอง ( = 4.47) ด้านการดำเนินงาน โดยรวมมีระดับการมีส่วนร่วมอยู่ในระดับมาก พบว่า ( = 4.01) พบว่า ข้อที่มีค่าเฉลี่ยสูงสุด คือ ท่านร่วมในการประชาสัมพันธ์การจัดทำแผนพัฒนาชุมชน ( = 4.14) ด้านการติดตามและประเมินผล โดยรวมมีระดับการมีส่วนร่วมอยู่ในระดับมาก ( = 3.92) ข้อที่มีค่าเฉลี่ยสูงสุดคือ ประโยชน์ที่ประชาชนได้รับจาการดำเนินโครงการ/กิจกรรมตามแผนพัฒนาเทศบาล ( = 4.17) 3. การเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลนิคมคำสร้อย อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร ที่มีอายุ ระดับการศึกษา อาชีพ รายได้ สถานภาพ และระยะเวลาที่อาศัยอยู่ในเขตเทศบาล แตกต่างกัน การมีส่วนร่วมโดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญที่ระดับ .05 ส่วน ประชาชนที่มีเพศต่างกัน การมีส่วนร่วมไม่แตกต่างกัน The objectives of this study were twofold: (1) to examine people’s participation in developing planning of Nikomkamsoy sub-district municipality of Nikomkamsoy district of Mukdaharn province in terms of 4 aspects: planning, decision-making, work performance, and plan monitoring and (2) to compare the people’s participation in developing planning of Nikomkamsoy sub-district municipality of Nikomkamsoy district of Mukdaharn province on the basis of the respondents’ demographics namely gender, age, occupation, income, marriage status, and the length of residence in the municipality. The sample groups, selected by means of the simple random sampling method, involved 320 people, of which the sample group size was determined by the table of Krejcie and Morgan. The Likert’s style survey questionnaire was utilized for data collection. Statistics, that is, percentage, mean, standard deviation, t-test, and F-test were employed in data analysis. The research findings were as follows: 1. Demographics of the respondents were found as follows: most of them were male (52.40%), aged between 26-35 years (29.10%), obtained secondary school certificate (41.80%) Professional contractors (55.70%), income ranging between 5001-10,000 baht (46.80%), were married (46.30%), have resided in the municipality for 10 years and over (75.30%). 2. The participation of the people in developing planning of Nikomkamsoy sub-district municipality of Nikomkamsoy district of Mukdaharn province was found as the following: planning aspect, overall, was found to be at a high level for planning (X = 4.09); of which the people’s meeting with the municipality in planning item obtained the highest mean score (X = 4.34). Decision-making aspect was also found to be at a high level (X = 4.23); of which the people’s promoting the participation in cooperatively developing their own communities with the municipality item obtained the highest mean score (X = 4.47). Work performance aspect was also found to be at a high level (X = 4.01); of which the people’s participation in public relations of developing planning with the municipality item obtained the highest mean score (X = 4.14). Plan monitoring aspect was also found to be at a high level (X = 3.92); from which the benefits projects/activities the people can gain according to the municipality’s developing plans item obtained the highest mean score (X = 4.17). 3. The comparison of the participation of the people in developing planning of Nikomkamsoy sub-district municipality of Nikomkamsoy district of Mukdaharn province was found in that the respondents who differed in age, educational level, occupation, income, married status, and length in residence differed in participation in developing planning of Nikomkamsoy sub-district municipality of Nikomkamsoy district of Mukdaharn province at level .05 of significance. However, those who were different in gender were not found to be different in the participation at a significant level.
