Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาประสิทธิผลของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 2) เพื่อเปรียบเทียบประสิทธิผลของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 จำแนกตามตำแหน่งและผลการประเมินคุณภาพภายนอกของสถานศึกษาระดับขั้นพื้นฐาน รอบสอง และ3) เพื่อศึกษาแนวโน้มระหว่างประสิทธิผลของสถานศึกษาที่ได้รับการรับรองจากการประเมินคุณภาพภายนอกของสถานศึกษาระดับขั้นพื้นฐาน รอบสอง กับประสิทธิผลของสถานศึกษาระดับขั้นพื้นฐาน รอบสอง ในสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 กุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ สถานศึกษาขั้นพื้นฐานที่ได้รับการประเมินคุณภาพภายนอก รอบสอง สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 ในปีการศึกษา 2551 กำหนดขนาดโดยใช้ตารางสำเร็จรูปของ Krejcie and Morgan ใช้วิธีการสุ่มแบบแบ่งชั้น ได้ กลุ่มตัวอย่าง จำนวน 88 แห่ง เครื่องมือที่ใช้ในการรวบรวมข้อมูลคือ แบบสอบถามความคิดเห็นเกี่ยวกับประสิทธิผลของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 โดยเป็นแบบมาตราประมาณค่า 5 ระดับ จำนวน 70 ข้อ มีค่าความเชื่อมั่น .97 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t และหาแนวโน้มโดยใช้กราฟเส้น ผลการวิจัยพบว่า 1. ประสิทธิผลของการศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 โดยภาพรวมและรายด้านมีประสิทธิผลในระดับมาก 2. ประสิทธิผลของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 จำแนกตามตำแหน่งโดยภาพรวม ด้านการมีจุดมุ่งหมายร่วมกันของบุคลากร และด้านการเรียนรู้ แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ ส่วนด้านบรรยากาศการเรียนรู้ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3. สถานศึกษาที่มีผลการประเมินคุณภาพภายนอก รอบสองแตกต่างกัน ประสิทธิผลของสถานศึกษาขั้นพื้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 โดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .01 4. ประสิทธิผลของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 พบว่าประสิทธิผลของสถานศึกษาที่ได้รับการับรองจากการประเมินคุณภาพภายนอก รอบสอง มีแนวโน้มสูงกว่าประสิทธิผลของสถานศึกษาที่ไม่ได้รับการรับรองจากการประเมินคุณภาพภายนอกของสถานศึกษาระดับขั้นพื้นฐาน รอบสอง The objective of the this study were to examine the outcomes of the operation of basic education schools under the jurisdiction of The office of Ubon Ratchathani Educational Service Area 3, to compare the opinions toward the outcomes of the operation basic education schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 3 on the basic education schools, and to investigate the tendency for the outcomes of the operation of the basic education schools that had obtained the quality assurance from external quality assessment and those that did not obtain such credibility. A total of 88 basic education schools of which the size was determined on the basis of the table of Krejcie and Morgan and selection was carried out by using the stratified random sampling method were employed as the sample group of the study. All of them passed through the 2nd round of external quality assessment of basic education schools in 2008 academic year under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 3. The research instrument included a 70-question-item, five-scale rating survey questionnaire asking about the outcomes of basic education schools under the jurisdiction of the Office of Ubon Ratchathcni Educational Service Area 3 yielding the overall reliability coefficient of .97. The statistics used in data analysis were percentage, arithmetic mean, standard deviation, and t-test. The tendency was obtained by using line graphs. The research findings were as follows: 1. The overall and the individual aspects of the effectiveness of the operation of the basic education schools under the jurisdiction of The Office of Ucon Ratchathcni Educational Service Area 3 were found to be at a high level. 2. The opinions of the teachers who held different work positions in schools toward the overall effectiveness of the operation of the basic education schools under the jurisdiction of The Office of Ubon Ratchathini Educational Service Area 3 were found not to be different at a significant level; however, the learning atmosphere aspect was found to be different at level .05 of significance. 3. The opinions of the schools gaining different results from the 2nd round of external educational quality assessment toward the effectiveness of the operation of basic education schools under the jurisdiction of The Office of Ubon Ratchathani Educational Service Area 3 were found to be different at level .01 of significance on the overall and individual aspects. 4.
