Abstract:
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการบริหารกิจกรรมลูกเสือในโรงเรียนสังกัดเทศบาล ในกลุ่มการศึกษาท้องถิ่นที่ 10 และเปรียบเทียบความคิดเห็นของผู้บริหารโรงเรียนและผู้กำกับลูกเสือที่มีต่อการศึกษาสภาพและปัญหาการบริหารกิจกรรมลูกเสือในโรงเรียนสังกัดเทศบาล ในกลุ่มการศึกษาท้องถิ่นที่ 10
กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารโรงเรียนสังกัดเทศบาล ในกลุ่มการศึกษาท้องถิ่นที่ 10 จำนวน 28 คน ผู้กำกับลูกเสือ จำนวน 75 คน ซึ่งได้มาโดยการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม มาตราส่วนประมาณค่า 5 ระดับ จำนวน 40 ข้อ มีค่าความเชื่อมั่นทั้งฉบับ เท่ากับ .96 สถิติในการใช้วิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่า F
ผลการวิจัย พบว่า
1. สภาพการบริหารกิจกรรมลูกเสือในโรงเรียนสังกัดเทศบาล ในกลุ่มการศึกษาท้องถิ่นที่ 10 พบว่า โดยรวมและรายด้านในการดำเนินการอยู่ในระดับมาก และปัญหาการบริหารกิจกรรมลูกเสือในโรงเรียนสังกัดเทศบาล พบว่า โดยรวมและรายด้านอยู่ในระดับน้อย
2. ผู้บริหารโรงเรียนและผู้กำกับลูกเสือโรงเรียนสังกัดเทศบาล ในกลุ่มการศึกษาท้องถิ่นที่ 10 ที่มีประสบการณ์ในการทำงานต่างกัน มีความคิดเห็นต่อสภาพและปัญหาการบริหารกิจกรรมลูกเสือในโรงเรียนสังกัดเทศบาลไม่แตกต่างกัน
3. ผู้บริหารโรงเรียนและผู้กำกับลูกเสือโรงเรียนสังกัดเทศบาล ในกลุ่มการศึกษาท้องถิ่น ที่ 10 ที่ปฏิบัติหน้าที่ในโรงเรียนที่มีขนาดต่างกัน มีความคิดเห็นต่อสภาพและปัญหาการบริหารกิจกรรมลูกเสือในโรงเรียนสังกัดเทศบาล ไม่แตกต่างกัน
4. ข้อเสนอแนะเกี่ยวกับการบริหารกิจกรรมลูกเสือในโรงเรียนสังกัดเทศบาล ในกลุ่มการศึกษาท้องถิ่นที่ 10 คือ โรงเรียนควรจัดทำโครงสร้างแผนภูมิการบริหารงานกิจกรรมลูกเสือ สร้างกลยุทธ์แผนงานการบริหารงบประมาณการจัดกิจกรรมลูกเสือในโรงเรียน และส่งเสริมและสนับสนุนผู้กำกับลูกเสือเข้ารับการอบรม สัมมนา และศึกษาดูงาน
The purposes of this study were to investigate state and problems of scout administration in municipal schools under the 10 th Local Education, and to compare the opinions among the school administrators and the scouting directors toward the state and problems of scout administration in municipal schools under the 10 th Local Education.
The sample for this study included 28 school administrators and 75 scout directors from municipal schools under the 10 th Local Education, selected by means of multi-stage sampling method. The research instrument used in the data collection was a 40-item, 5point rating scale questionnaire with overall reliability coefficient at 0.96. Statistics including percentage, mean, standard deviation and sample F-test were employed for data analysis.
The research findings were as follows:
1. The state of scout administration in municipal schools under the 10 th Local Education, in overall and each aspect were at a high level, and the problems of scout administration in municipal schools under the 10 th Local Education, in overall and each aspect were at a low level.
2. The opinions among the school administrators and the scout directors with different experiences toward the state and problems of scout administration in municipal schools under the 10 th Local Education were not different.
3. The opinions among the school administrators and the scout directors from different schools toward the state and problems of scout administration in municipal schools under the 10 th Local Education were not different.
4. The recommendations regarding scouting administration in municipal schools under the 10 th Local Education were as follows: The schools should generate the scout administration organization chart, prepare the scout administrative strategy for budget planning, and enhance the scouting directors capability by supporting them to attend training, seminar and educational trips.
