Abstract:
การศึกษาวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหา และข้อเสนอแนะการจัดข้อมูลสารสนเทศเพื่อการประกันคุณภาพการศึกษา ด้านผู้เรียนของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานีเขต 1 และเพื่อนำเสนอข้อมูลสารสนเทศเพื่อการประกันคุณภาพการศึกษาด้านผู้เรียนของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานีเขต 1 โดยประชากรที่ใช้ในการศึกษา ได้แก่ ผู้บริหารโรงเรียน ครูผู้รับผิดชอบงานประกันคุณภาพภายในของโรงเรียนและผู้เชี่ยวชาญด้านการประกันคุณภาพการศึกษา รวม 15 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสัมภาษณ์ แบบมีโครงสร้าง ซึ่งจะสัมภาษณ์เกี่ยวกับสภาพ ปัญหา และข้อเสนอแนะการจัดข้อมูลสารสนเทศ เพื่อการประกันคุณภาพการศึกษา ด้านผู้เรียน ของสถานศึกษาขนาดเล็กสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชาธานี เขต 1 สถิติที่ใช้ได้แก่ ค่าความถี่ ค่าร้อยละ และการวิเคราะห์เชิงเนื้อหา
ผลการวิจัยพบว่า
1. สภาพการจัดข้อมูลสารสนเทศตามมาตรฐานคุณภาพการศึกษา แบ่งออกเป็น 6 ขั้นตอนได้แก่ ขั้นการเก็บรวบรวมข้อมูล ขั้นการตรวจสอบข้อมูล ขั้นการประมวลผลและวิเคราะห์ข้อมูลขั้นการจัดเก็บข้อมูล ขั้นการนำข้อมูลสารสนเทศไปใช้ และการให้บริการ
2. ปัญหาและข้อเสนอแนะในการจัดข้อมูลสารสนเทศเพื่อการประกันคุณภาพการศึกษาด้านผู้เรียนของสถานศึกษาขนาดเล็ก ได้แก่ บุคลากรที่รับผิดชอบขาดประสบการณ์ในการปฏิบัติการตรวจสอบข้อมูลไม่เป็นปัจจุบัน และไม่ให้ความสำคัญกับการตรวจสอบข้อมูล การประมวลผลและการวิเคราะห์ข้อมูลไม่ชัดเจน การจัดเก็บรักษาข้อมูลสารสนเทศไม่เป็นระบบ ไม่ใช้ข้อมูลสารสนเทศในการตัดสินใจ วินิจฉัย สั่งการ ข้อเสนอแนะ คือ ควรให้ความรู้เกี่ยวกับระบบสารสนเทศแก่ผู้รับผิดชอบโดยการอบรมและจัดกิจกรรมศึกษาดูงานเพื่อเพิ่มประสบการณ์ และควรมีการนำข้อมูลสารสนเทศไปใช้ในด้านต่างๆของการบริหารและการจัดของโรงเรียนทุกๆด้าน
3. การจัดข้อมูลสารสนเทศเพื่อการประกันคุณภาพการศึกษาด้านผู้เรียนของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานีเขต 1 ประกอบด้วยการเก็บรวบรวมข้อมูลการประมวลผลข้อมูล การเก็บรักษาสารสนเทศ การสำเสนอสารสนเทศ การใช้ระบบสารสนเทศ การติดตามและประเมินผล
The objectives of this study were to investigate the state, problems, and suggestions of the management of school information for educational quality assurance in the student of the schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 1 and to present the obtained information.
A total of 15 subjects, including school administrators and teachers who were responsible for educational quality assurance of the school and the quality assurance experts was employed as the sample of the study. A structural interview designed by the researcher was utilized as the research instrument. The statistics used for data analysis included frequency, percentage, and content analysis.
The research findings were as follows:
1. The state of the management of school information for educational quality assurance in the student aspect of the schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 1 was classified into six different aspects consisting of collecting of data, inspecting of data, processing and analyzing of the data, data filing, applying of data, and servicing of data.
2. In terms of the problems and suggestions gained from the respondents, it was found that the small-sized schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 1 had encountered the lack of experienced personnel in several respects namely the inspecting of data and updating of school data, ignorance of the importance of data inspection, the unclear processing and analyzing of the data, non-systemization of school data, and not using data in decision making and work performance. It was recommended that training and study tour to equip the personnel who were responsible for school information for educational quality assurance should be operated as well as the encouragement of the use of information gained to every aspect of the school performance.
3. With regard to the data management for school quality assurance involving student aspect, it was found that the school had conducted the following tasks: collecting of data, processing and filing of the information, presenting of data processed, implementing of information system, and following-up and evaluating of data.
