Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาความคิดเห็นของสมาชิกองค์การบริหารส่านตำบล ที่มีต่อนโยบายขององค์การบริหารส่วนตำบลในการสนับสนุนการจัดการศึกษาขั้นพื้นฐานในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 : กรณีศึกษาอำเภอศรีเมืองใหม่ ประชากรที่ใช้ในวิจัยครั้งนี้ คือ สมาชิกองค์การบริหารส่วนตำบลในเขตอำเภอศรีเมืองใหม่ปีพ.ศ. 2551 คือ นายกองค์การบริหารส่วนตำบล / รองนายกองค์การบริหารส่วนตำบล จำนวน36 คน ประธานสภาองค์การบริหารส่วนตำบล / รองประธานสภาองค์การบริหารส่วนตำบล จำนวน 36 คน และสมาชิกองค์การบริหารส่วนตำบล จำนวน 208 คน รวมทั้งหมด 280 คน เครื่องมือที่ใช้ในการวิจัยครั้งนี้ คือ นโยบายขององค์การบริหารส่วนตำบลในการสนับสนุนการจัดการศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 : กรณีศึกษาอำเภอศรีเมืองใหม่ เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ จำนวน 50 ข้อ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .97 สถิติที่ใช้ในการวิเคราะห์ข้อมูลด้วยการแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย และ ค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. สมาชิกองค์การบริหารส่วนตำบลในเขตอำเภอศรีเมืองใหม่ มีความคิดเห็นต่อนโยบายขององค์การบริหารส่วนตำบลในการสนับสนุนการจัดการศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานีเขต 3 : กรณีศึกษาอำเภอศรีเมืองใหม่ โดยภาพรวมและรายด้านอยู่ในระดับมาก 2. ผลการเปรียบเทียบความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบลที่มีต่อนโยบายขององค์การบริหารส่วนตำบลในการสนับสนุนการจัดการศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 : กรณีศึกษาอำเภอศรีเมืองใหม่ โดยจำแนกตาม ตำแหน่ง อายุ และวุฒิการศึกษา พบว่า 2.1 นายกองค์การบริหารส่วนตำบล / รองนายกองค์การบริหารส่วนตำบลมีความคิดเห็นต่อนโยบายขององค์การบริหารส่วนตำบลในการสนับสนุนการจัดการศึกษาขั้นพื้นฐานในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 : กรณีศึกษาอำเภอศรีเมืองใหม่ มากกว่าประธานสภาองค์การบริหารส่วนตำบล/รองประธานสภาองค์การบริหารส่วนตำบล และสมาชิกองค์การบริหารส่วนตำบล 2.2 สมาชิกองค์การบริหารส่วนตำบลในเขตอำเภอศรีเมืองใหม่ที่มีอายุ 30 ปีขึ้นไปมีความคิดเห็นต่อนโยบายขององค์การบริหารส่วนตำบลในการสนับสนุนการจัดการศึกษาขั้นพื้นฐาน ในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานีเขต 3 : กรณีศึกษา อำเภอศรีเมืองใหม่มากกว่าสมาชิกองค์การบริหารส่วนตำบลในเขตอำเภอศรีเมืองใหม่ที่มีอายุต่ำกว่า 30 ปี 2.3 สมาชิกองค์การบริหารส่วนตำบลในเขตอำเภอศรีเมืองใหม่ที่มีวุฒิการศึกษาอนุปริญญาขึ้นไป มีความคิดเห็นต่อนโยบายขององค์การบริหารส่วนตำบลในการสนับสนุนการจัดการศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชงธานี เขต 3 : กรณีศึกษาอำเภอศรีเมืองใหม่ มากกว่าสมาชิกองค์การบริหารส่วนตำบลในเขตอำเภอศรีเมืองใหม่ ที่มีวุฒิการศึกษา มัธยมศึกษาปีที่ 6 หรือเทียบเท่า และสมาชิกองค์การบริหารส่วนตำบลในเขตสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 ที่มีวุฒิการศึกษาต่ำกว่ามัธยมศึกษาปีที่ 6 หรือเทียบเท่า The objectives of this study were to investigate and compare the policy of sub-district administration organization in the promotion of compulsory education in schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 3 by focusing on the case of Sri Mueang Mai District as perceived by the members of sub-district administration organization in the service area of Office of Ubon Ratchathani Educational Service Area 3 as they were classified by their position, age, and educational level. A total of 280 members of sub –district administration organization, including 36 chairmen/deputy chairmen, 36 presidents/vice presidents, and 208 members of the sub-district administration organization who were serving in the year B.E. 2551 (A.D. 2008). The research instrument was a fifty-item questionnaire with a five-level rating scale that yielded the overall coefficient reliability of .97. The statistics utilized for data analysis included frequency, percentage, arithmetic mean, and standard deviation. The research findings were as follows: 1. The members of sub-district administration organization rated the promotion of compulsory education in schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 3 in Sri Mueang Mai District to be in a higher level in the overall and different aspects of promotion. 2. In terms of the comparison of the respondents’ opinions towards the policy of sub- district administration organization in the promotion of compulsory education in schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 3 in Sri Mueang Mai District, classified by their position, age, and educational level, the results were as follows. 2.1 The chairpersons and deputy chairpersons were significantly different in their perceptions about the policy of sub-district administration organization in the promotion of compulsory education in schools in Sri Mueang Mai District from those of presidents. 2.2 The members of sub-district administration organization who were aged 30 years old and over perceived the policy of sub-district administration organization in the promotion of compulsory education of schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 3 in Sri Mueang Mai District to be more practiced than and those who were aged less than 30 years old. 2.3 The members of sub-district administration organization who obtained a certificate or diploma and higher degrees tended to perceived the policy of sub-district administration organization in the promotion of compulsory education of schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 3 by focusing in Sri Mueang Mai District to be more practiced than did their sub-district counterparts who gained a high school and lower educational level.
