Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการดำเนินงานการพัฒนาคุณภาพการศึกษาของสถานศึกษาที่ได้รับการประเมินภายนอกตามความคิดเห็นของข้าราชการครูสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 และเพื่อเปรียบเทียบการดำเนินงานการพัฒนาคุณภาพการศึกษาของสถานศึกษาที่ได้รับการประเมินภายนอก ตามความคิดเห็นของข้าราชการครูสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 จำแนกตามตำแหน่ง ประสบการณ์การทำงานและขนาดของโรงเรียน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้มีจำนวน 214 คน จำแนกเป็นผู้บริหารโรงเรียน จำนวน 107 คน และครูหัวหน้างานวิชาการ จำนวน 107 คน ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 ปีการศึกษา 2550 ซึ่งได้มาโดยการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการเก็บข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ จำนวน70 ข้อ สถิติที่ใช้ในการวิเคราะห์ข้อมูลประกอบด้วย ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t และการทดสอบค่า F ผลการวิจัยพบว่า 1. การดำเนินงานการพัฒนาคุณภาพการศึกษาของสถานศึกษาที่ได้รับการประเมินภายนอก สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต2 โดยภาพรวม อยู่ในระดับมาก 2. การเปรียบเทียบการดำเนินงานการพัฒนาคุณภาพการศึกษาของสถานศึกษาที่ได้รับการประเมินภายนอก สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 จำแนกตาม ตำแหน่ง ประสบการณ์การทำงาน และขนาดของโรงเรียน พิจารณาโดยภาพรวมและรายด้าน ดังนี้ 2.1 ผู้บริหารสถานศึกษาและครูหัวหน้างานวิชาการ มีความคิดเห็นต่อการดำเนินงานการพัฒนาคุณภาพการศึกษาของสถานศึกษาที่ได้รับการประเมินภายนอกสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 โดยภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ.05 เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการบริหารการศึกษา มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านผู้เรียน ด้านการเรียนการสอน และชุมชนแห่งการเรียนรู้ มีความคิดเห็นไม่แตกต่างกัน 2.2 ข้าราชการครูที่มีประสบการณ์การทำงานต่างกันมีความคิดเห็นต่อการดำเนินงานการพัฒนาคุณภาพการศึกษาของสถานศึกษาที่ได้รับการประเมินภายนอก สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 โดยภาพรวมและรายด้าน ไม่แตกต่างกัน 2.3 ข้าราชการครูที่ปฏิบัติหน้าที่ในโรงเรียนที่มีขนาดต่างกัน มีความคิดเห็นต่อการดำเนินงานการพัฒนาคุณภาพการศึกษาของสถานศึกษาที่ได้รับการประเมินภายนอก สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 โดยภาพรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 The objectives of this study were to investigate and to compare the opinions of the respondents toward the performance of educational quality development of the schools which were externally inspected by the Office for National Education Standards and Quality Assessment (Public Organization) under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 2 classified by their professional position, work experience, and school size. A total sample of 214 subjects, including 107 schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 2 in the academic year 2007 was selected by using the stratified random sampling method with the reference of the sample size criterion of Krejicie and Morgan. A five scale rating questionnaire with 70 questions was employed as the research instrument. The statistics utilized for data analysis included percentage, arithmetic mean, standard deviation, t-test, and F-test. The research findings were as follows: 1. The overall performance of educational quality development of the schools which were externally inspected by the Office for National Education Standards and Quality Assessment (Public Organization) under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 2 was found at a higher level of performance. 2. In terms of the comparison of the respondents’ opinions toward the overall and different aspects of the performance of educational quality development of the schools which were externally inspected by the Office for National Education Standards and Quality Assessment (Public Organization) under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 2 classified by their professional position, work experience, and school size, the findings were as follows: 2.1 The opinions of both school administrators and heads the academic department were found statistically different in the aspects of the school performance. It was found that the educational administration aspect was viewed statistically differently at level .05 of significance whereas the remainder, that is, the quality of students aspect, the teaching aspect, and the learning community aspect were not found significantly different. 2.2 The opinions of the teachers with different work experience toward the overall and different aspects of the performance of educational quality development of the schools were not found significantly different. 2.3 The opinions of the teachers who were working in schools of different sizes were found significantly different at level .05 of significance.
