Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาและเปรียบเทียบเจตคติที่มีต่อการประเมินคุณภาพภายนอกของข้าราชการครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 จำแนกตามตำแหน่ง ประสบการณ์ในการทำงาน และขนาดของสถานศึกษา
กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ข้าราชการครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 กำหนดขนาดกลุ่มตัวอย่างด้วยการใช้ตารางสำเร็จรูปของ Krejcie and Morgan และใช้การสุ่มอย่างง่าย แล้วเทียบสัดส่วน แบ่งตามขนาดของสถานศึกษา จำแนกเป็น ผู้บริหารสถานศึกษา จำนวน 97 คน ครูผู้สอน จำนวน 225 คน รวมทั้งสิ้น 322 คน
เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามเจตคติที่มีต่อการประเมินคุณภาพภายนอกของข้าราชการครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 เป็นแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับเทากับ .97
สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ( ) ส่วนเบี่ยงเบนมาตรฐาน ( ) การทดสอบค่า t และการทดสอบค่า F เมื่อพบความแตกต่าง ทำการทดสอบความแตกต่างรายคู่โดยวิธีของ
ผลการวิจัยพบว่า
1. เจตคติที่มีต่อการประเมินคุณภาพภายนอกของข้าราชการครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 โดยภาพรวม มีระดับเจตคติเห็นด้วย เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านมีระดับเจตคติเห็นด้วย โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านข้อมูลป้อนกลับ ด้านการตรวจเยี่ยม ด้านการรายงานผลการประเมินและด้านการติดตามผล ตามลำดับ
2. เมื่อเปรียบเทียบเจตคติที่มีต่อการประเมินคุณภาพภายนอกของข้าราชการครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 โดยจำแนกตามตำแหน่ง ประสบการณ์การทำงาน และขนาดของสถานศึกษา โดยพิจารณาเป็นภาพรวมและรายด้าน ดังนี้
2.1 ข้าราชการครูที่มีตำแหน่งต่างกัน มีเจตคติต่อการประเมินคุณภาพภายนอกของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 โดยภาพรวม และรายด้าน ไม่แตกต่างกัน
2.2 ข้าราชการครูที่มีประสบการณ์ในการทำงานต่างกัน มีเจตคติต่อการประเมินคุณภาพภายนอกของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 โดยภาพรวมและรายด้าน ไม่แตกต่างกัน
2.3 ข้าราชการครูที่ปฏิบัติหน้าที่ในสถานศึกษาที่มีขนาดต่างกัน มี เจตคติต่อการประเมินคุณภาพภายนอกของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 โดยภาพรวม และด้านการรายงานผลการประเมิน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านการตรวจเยี่ยม ด้านการติดตามผลและด้านข้อมูลป้อนกลับไม่แตกต่างกัน
The objectives of this study were to investigate and compare the attitude toward external evaluation of teacher quality in basic schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 4 on the basis of the respondents positions, work experience, and school size.
A total of 322 teachers, selected by using a proportional simple random sampling method. The sample size was determined by the table of Krejcie and Morgan. The respondents included 97 school administrators and 225 teachers. The research instrument was a five-scale rating questionnaire with the overall coefficient reliability of .97. The statistics used for data analysis included frequency, percentage, arithmetic mean, standard deviation, t-test, F-test, and Scheffes comparison test.
The research findings were as follows:
1. Overall, the attitude toward external evaluation of teacher quality in basic schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 4 was found to be rated at medium level. Also, different aspects of the attitude toward external evaluation of teacher quality in basic schools were found to be rated at a medium level ranking from the most to the least: feedback aspect, visiting aspect, and the report of evaluation, respectively.
2. For the comparison of the attitude toward external evaluation of teacher quality in basic schools on the basis of the respondents positions, work experience, and school size, the overal and individual aspects of the attitude were found as follows:
2.1 The opinions of the teachers having different positions toward the attitude on external evaluation of teacher quality in basic schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 4 were not found to be different in a significant level.
2.2 The opinions of the teachers having differnet work experience toward the attitude on external evaluation of teacher quality in basic schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 4 were not found to be different at a significant level.
2.3 The opinions of the teachers working in schools with differnet size toward toward the attitude on external evaluation of teacher quality in basic schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 4 were found to be different at level .05 of significance for the overall and the report of evaluation aspect; however, there were no significant difference on the visiting, follow-up and feedback aspects.
