Abstract:
This research aimed to: (1) examine the current conditions of performance evaluation of teachers and school administrators under the Khon Kaen Provincial Administrative Organization; (2) investigate the expected conditions of such performance evaluation; (3) identify the priority needs for performance evaluation; and (4) propose guidelines for developing performance evaluation for teachers and school administrators. The sample consisted of 184 teachers, while the target group included 20 school administrators under the Khon Kaen Provincial Administrative Organization. The research instrument was a five-point rating scale questionnaire. Data were analyzed using mean, standard deviation, and the Modified Priority Needs Index (PNI Modified).
The findings revealed that the overall current condition of performance evaluation for both teachers and school administrators was at a moderate level, whereas the expected condition was at the highest level. There were gaps between the current and desirable conditions in all aspects. Teachers demonstrated the highest priority need in learning management, while school administrators demonstrated the highest priority need in strategic change management and innovation. The proposed guidelines for developing performance evaluation emphasized enhancing teachers' competencies in learning management, performance agreement (PA), support and promotion of learning management, and professional and self-development. For school administrators, the guidelines focused on strategic change management and innovation, school management, community and network management, academic administration and instructional leadership, professional and self-development, and performance agreement (PA), respectively.
