This research focuses on the utilization of certain types of industrial waste, specifically soil from construction sites, seabed dredged sludges, water treatment sludge, and silica fume based on environmental engineering principles. The study includes testing the physical properties of the raw materials, engineering properties of the soil, and investigates factors and techniques for enhancing their quality to meet construction material standards. Additionally, the study attempts to explain the mechanisms of improvement technics, both through physical and chemical stabilization, which includes chemical reactions and reactions mechanisms of soils and industrial waste mixed with cement. The findings reveal that soil from construction sites and industrial waste exhibit properties that align with material selection criteria (NICE criteria) and possess potential as construction materials after improvement. Soil type, compaction energy, initial moisture content, and the water-to-cement ratio (w/c ratio) are key factors affecting the level of soil stabilization with cement and its predictability in terms of compressive strength. Analysis of void ratio clearly explains the distinct behavior of compacted soils with varying energy inputs. The chemical reactions and reaction mechanisms of the waste sludges with cement are effectively elucidated using X-ray diffraction (XRD) techniques, scanning electron microscopy (SEM), energy-dispersive X-ray spectroscopy (EDX), suction measurement, and free-free resonant frequency test. It is found that silica fume accelerates hydration and pozzolanic reactions, while the compressive strength of cement-stabilized waste sludges increases with curing time, corresponding to the analysis of the reaction rates of major compounds (C3S), the increase in CSH and Ettringite products, and changes in the microstructure of the cement-stabilized waste sludges. Analysis of peak element ratio (PER) and surface area ratio (SAR) is also performed, alongside studying the suction, shear wave velocity, and small-strain shear modulus
