This research is action research aimed at achieving the following objectives: 1) analyzing criteria and indicators for evaluating communities that have received Green Globe awards, 2) developing appropriate criteria and indicators for monitoring and evaluating sustainable management of forest resources by communities, and 3) synthesizing the process and mechanisms for effectively applying criteria and indicators. The data were collected and developed using documentary research methods, in-depth interviews, and group discussions involving experts, academics, and civil society. The potential of forest resource management was evaluated by selecting a purposive sample of forest resource user communities with 3 types of land use: public areas, national reserved forest areas, and protected areas, totaling 14 communities. Data were analyzed according to the conceptual framework of Input-ProcessOutput and multi-criteria analysis through hierarchical analysis processes. The results from the development of criteria and indicators for monitoring and evaluating forest resource management by communities led to the identification of evaluation components: 4 principles, 9 criteria, 32 indicators, and 76 verifiers. The evaluation criteria encompassed various aspects, including 1) biodiversity 2) resource extent 3) forest health 4) access and sharing 5) productivity from forests 6) food security 7) social and community management 8) related policies and regulations, and 9) conservation strategies plans. The mechanism for applying the criteria and indicators consists of 3 parts: 1) creating an understanding of the benefits and importance of monitoring and evaluating forest resource management; 2) establishing a participatory process for various assessments; and 3) enhancing
