Abstract: การวิจัยนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาระดับความคิดเห็นการใช้หลักธรรมาภิบาล ในการบริหารขององค์การบริหารส่วนตำบลบางพระ อำเภอนครชัยศรี จังหวัดนครปฐม 2) ศึกษาระดับความคิดเห็นของประสิทธิผลในการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลบางพระ อำเภอนครชัยศรี จังหวัดนครปฐม 3) เพื่อเปรียบเทียบระดับประสิทธิผลในการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลบางพระ อำเภอนครชัยศรี จังหวัดนครปฐม จำแนกตามปัจจัยส่วนบุคคล 4) เพื่อศึกษาความสัมพันธ์ของการใช้หลักธรรมาภิบาลกับประสิทธิผลในการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลบางพระ อำเภอนครชัยศรี จังหวัดนครปฐม การวิจัยนี้เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างประกอบด้วย ผู้ที่อาศัยอยู่ในเขตพื้นที่ตำบลบางพระ จำนวน 338 คน สุ่มตัวอย่างแบบมีสัดส่วนตามตำบล เก็บข้อมูลด้วยแบบสอบถาม และวิเคราะห์ข้อมูลในเชิงปริมาณโดยผู้วิจัยนำข้อมูลจากแบบสอบถาม มาจัดหมวดหมู่และใช้สถิติในการวิเคราะห์ ซึ่งสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ การหาร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ใช้การทดสอบค่าที (T-test) ทดสอบความแตกต่างของค่าเฉลี่ยของกลุ่มตัวอย่าง 2 กลุ่ม ใช้การวิเคราะห์ความแปรปรวนทางเดียว ทดสอบความแตกต่างของค่าเฉลี่ยของกลุ่มตัวอย่างตั้งแต่ 3 กลุ่ม และขนาดของความสัมพันธ์จะใช้ตัวเลขของค่าสัมประสิทธิ์สหสัมพันธ์ (Correlation coefficient) เป็นค่าที่วัดความสัมพันธ์ ผลการวิจัยพบว่า 1) ปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ สถานภาพการสมรส และรายได้เฉลี่ยต่อเดือน ที่แตกต่างกัน มีความคิดเห็นเกี่ยวกับประสิทธิผลในการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลบางพระไม่แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนอาชีพ และระดับการศึกษา ที่แตกต่างกัน มีความคิดเห็นเกี่ยวกับประสิทธิผล 2) หลักธรรมาภิบาล ประชากรตำบลบางพระมีความคิดเห็นเกี่ยวกับหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลบางพระอยู่ในระดับปานกลาง โดยด้านหลักนิติธรรมมากที่สุด รองลงมาคือ หลักคุณธรรม หลักความรับผิดชอบ หลักความโปร่งใส หลักความคุ้มค่า และหลักความมีส่วนร่วม 3) ประสิทธิผลในการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลบางพระอยู่ในระดับปานกลาง โดยด้านการบริหารราชการเพื่อป้องกันการทุจริตมากที่สุด รองลงมาคือ ด้านการสร้างความโปร่งใสในการปฏิบัติราชการ ด้านการมีระบบและกลไกจัดการรับเรื่องร้องเรียน และด้านการส่งเสริมบทบาทการมีส่วนร่วมของภาคประชาชน

Abstract: The objectives of this research were 1 ) To study the level of use of Good Governance of Bangphra Subdistrict Administrative Organization, Nakhon Chai Si district, Nakhon Pathom province. 2 ) To study the level of effectiveness in the personnel performance of Bangphra Subdistrict Administrative Organization, Nakhon Chai Si district, Nakhon Pathom province. 3 ) To compare the effectiveness in the personnel performance of Bangphra Subdistrict Administrative Organization, Nakhon Chai Si district, Nakhon Pathom province classified by personal factors, 4 ) To study the relationship between use of good governance and effectiveness of the personnel performance of Bangphra Subdistrict Administrative Organization. This research was quantitative. The samples were 338 residents in the Bang Phra subdistrict area were randomly sampled according to sub- district proportions. The tool used in this study was questionnaires. The statistics used for data analysis are frequency, Percentage mean, and standard deviation. The T-test was used to test the difference of the mean of the two samples using a one-way analysis of variance. Test the difference of the mean of 3 groups of samples and the size of the relationship will use the number of the correlation coefficient as a measure of the relationship. The results revealed that 1) Personal factors such as gender, age, marital status, and average monthly income different, there were no different opinions about the effectiveness in the personnel performance of Bangphra Subdistrict Administrative Organization, Nakhon Chai Si district, Nakhon Pathom province with statistically significant at the 0.05 level, except career and education level. 2) The people had an opinion about the Good Governance of the Bang Phra Subdistrict Administrative Organization at a moderate level, which could sort from high to low as follows: Rule of Law aspect, Ethics aspect, Accountability aspect, Transparency aspect, Value for Money aspect and Participation aspect, respectively. 3 ) The effectiveness in the personnel performance of Bangphra Subdistrict Administrative Organization was at a moderate level, which could sort from high to low as follows: The government administration to prevent corruption aspect, creating transparency in government operations aspect, a system of handling complaints aspect and promoting the role of participation of citizens aspect, respectively.
