Abstract:
Government Pharmaceutical Organization (GPO) was established in order
to resolve the problems in public health care system; especially the issue of the high
price of medical products which affect the ability to use the medicines for people.
GPO has proven itself to be an effective organization by its roles and functions which
reduced the problems in public health care. However, as the rapid development of
economy and society, it becomes difficult for GPO to remain as effective as it was. In
many cases, there were various problems in different sectors in health service system.
Thus, this study aims to investigate and develop the roles for GPO which is suitable
for recent health service system. The study was distinguished into three periods. The
first period was the study of historical background of GPO since the establishment of
the Government Pharmaceutical Organization Act in 1966 as well as the performance
and stakeholders's' feedbacks towards GPO. The second period was the synthesizing of
collected information from first period and came up with the suitable roles for GPO.
The third period was testing the acceptance of the GPO's roles as synthesized earlier.
As consequence, from the result of the study, GPO and its stakeholders agreed that,
roles of GPO should be adjusted for better appropriation. It was found that there were
the needs for the roles that developing new drugs and new pharmaceutical products as
well as the raw materials for existing drugs and new pharmaceutical products of GPO.
Moreover, the power of GPO should be restricted in avoiding the domination of
pharmaceutical market as competing with private sectors which caused problems for
the entire pharmaceutical industry.
