Abstract: อำนาจท้องถิ่นมีการเปลี่ยนแปลงเรื่อยมาในอดีตนั้นพบว่า อำนาจท้องถิ่นมีลักษณะที่หลากหลายของกลุ่มอำนาจ แต่มีจุดมุ่งหมายที่คล้ายคลึงกันคือ การพยายามสร้างความสัมพันธ์กับลูกน้อง บริวาร หรือชาวบ้าน เพื่ออาศัยถิ่นฐานเป็นเครื่องปกป้องอำนาจท้องถิ่น การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญคือ เพื่อศึกษาระดับความคิดเห็นของประชาชนที่มีต่อการเสริมสร้างวัฒนธรรมทางการเมืองในระบอบประชาธิปไตยของนักการเมืองท้องถิ่นและเพื่อศึกษากระบวนการเสริมสร้างวัฒนธรรมทางการเมืองในระบอบประชาธิปไตยของนักการเมืองท้องถิ่น ในพื้นที่เขตสัมพันธวงศ์ กรุงเทพมหานคร เป็นงานวิจัยเชิงปริมาณกลุ่มตัวอย่างที่ใช้ศึกษาจากการเปิดตารางของ Taro Yamane ที่มีระดับความคลาดเคลื่อนไม่เกิน 95% จำนวน 400 คน เก็บรวบรวมข้อมูลจากชุมชนในเขตสัมพันธวงศ์ ได้แก่ แขวงจักรวรรดิ จำนวน 120 คน แขวงสัมพันธวงศ์จำนวน 150 คน และแขวงตลาดน้อย จำนวน 130 คน ใช้แบบสอบถาม 4 ส่วน เป็นเครื่องมือในการศึกษาวิเคราะห์ ข้อมูลด้วยการหาค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน และทำการทดสอบสมมติฐานด้วย การหาค่า t-test, F-test ผลการศึกษาพบว่า ระดับความคิดเห็นของประชาชนพบว่า ในภาพรวม มีระดับความคิดเห็นอยู่ในระดับมาก ( X = 3.93) ด้านที่มีระดับความคิดเห็นมากที่สุด คือ การเสริมสร้างวัฒนธรรมทางการเมืองแบบประชาธิปไตย ( X = 3.97) และด้านการเสริมสร้าง วัฒนธรรมทางการเมืองแบบมีส่วนร่วม ( X = 3.89) กระบวนการเสริมสร้างวัฒนธรรมทางการเมือง ในระบอบประชาธิปไตยของนักการเมืองท้องถิ่นในพื้นที่เขตสัมพันธวงศ์ กรุงเทพมหานคร พบว่า ในภาพรวมมีระดับความคิดเห็นอยู่ในระดับมาก ( X = 4.07) ด้านที่มีระดับความคิดเห็นมากที่สุด คือ กระบวนการด้านการกล่อมเกลาทางการเมือง ( X = 4.08) และกระบวนการด้านค่านิยม ทัศนคติ วัฒนธรรมทางการเมือง ( X = 4.07) ข้อเสนอแนะที่ได้จากการศึกษา พบว่า ควรจัดพื้นที่เพื่อแสดงออก หรือลานวัฒนธรรมการเมืองให้กับประชาชนในพื้นที่ และจัดกิจกรรมการเข้าร่วมรับชมสารคดีที่เกี่ยวกับการสนับสนุนวัฒนธรรมประชาธิปไตย ประวัติความเป็นมา เพื่อปลูกฝังวัฒนธรรมและป้องกันวัฎรจักรทางการเมืองที่เคยเกิดขึ้นในอดีตและนำผลของวัฒนธรรมทางการเมืองในอดีต มาเป็นแนวทางการพัฒนาไปสู่อนาคต

Abstract: A local authority has continually changed, and various power groups have emerged in the area. These groups share a common objective of building and maintaining positive relationships with subordinates, and villagers, as a means of sustaining their power within the area. The objectives of this study were 1) to investigate the level of public opinion toward promoting political culture in a democracy of local politicians and 2) to explore the process of promoting political culture among local politicians in the Samphanthawong area of Bangkok. This is a quantitative research study that used a sample from Taro Yamane's opening table, with a degree of error not exceeding 95%. The study included a total of 400 participants from three communities in the Samphanthawong area, namely Chakkrawat (120 people), Samphanthawong (150 people), and Talat Noi Subdistrict (130 people). The The four-part questionnaire questionnaire was used as a research tool. Data were analyzed using percentage determination, mean, standard deviation, t-test, and F-test. The study found that the level of public opinion found that the overall level of opinion was at a high level ( X = 3.93). The aspect with the highest level of opinion was the promotion of democratic political culture ( X = 3.97), followed by the promotion of participatory political culture ( X = 3.89). The evaluation of the political culture development process of local politicians in the Samphanthawong area of Bangkok revealed that the overall level of opinions was at a high level ( X = 4 . 0 7 ). Among all the aspects, the process of political refinement and the process of values, attitudes, and political culture received the highest level of opinion. Their mean scores were ( X = 4.08) and ( X = 4.07), respectively. The study suggests that the community should have a space where locals to express their political views and organize activities such as documentary screenings to promote democratic values and learn from history. Cultivating a democratic culture will help to prevent the recurrence of past political circles and allow the use of past experiences as a guideline for future development.
