Abstract: การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาบทบาทและปัญหาในการจัดบริการด้านสวัสดิการสังคมและสังคมสงเคราะห์ให้แก่ผู้สูงวัยขององค์กรปกครองส่วนท้องถิ่น ในตำบลบางพระ อำเภอนครชัยศรี จังหวัดนครปฐม 2) ศึกษาแนวทางการจัดบริการด้านสวัสดิการสังคมและสังคมสงเคราะห์ให้แก่ผู้สูงวัยขององค์กรปกครองส่วนท้องถิ่น ในตำบลบางพระ อำเภอนครชัยศรี จังหวัดนครปฐม และ 3) ศึกษารูปแบบในการจัดบริการด้านสวัสดิการสังคมและสังคมสงเคราะห์ให้แก่ผู้สูงวัยขององค์กรปกครองส่วนท้องถิ่น ในตำบลบางพระ อำเภอนครชัยศรี จังหวัดนครปฐม วิธีการวิจัยใช้เทคนิคการวิจัยเชิงคุณภาพ (qualitative research) การเก็บข้อมูลใช้การสัมภาษณ์เชิงลึก (in-depth interview) จำนวน 3 กลุ่ม ได้แก่ ประชากรที่สังกัดองค์กรปกครองส่วนท้องถิ่นในพื้นที่ ประชากรที่ไม่ได้สังกัดองค์กรปกครองส่วนท้องถิ่นในพื้นที่ และประชากรผู้สูงวัย โดยประชากรทั้งสามกลุ่มตัวอย่าง รวมจำนวนทั้งสิ้น 39 คน ผลการวิจัยเกี่ยวกับบทบาทและปัญหาในการจัดบริการด้านสวัสดิการสังคมและสังคมสงเคราะห์ให้แก่ผู้สูงวัย พบว่า ผู้สูงวัยส่วนใหญ่มีปัญหาสุขภาพเนื่องจากมีโรคประจำตัว ได้แก่ เบาหวาน ความดันโลหิต มะเร็ง ความจำเสื่อม เส้นเลือดในสมองตีบ ซึ่งเป็นโรคที่เกิดจากพฤติกรรมการดำเนินชีวิตและสภาพแวดล้อมรอบตัว ผู้สูงวัยส่วนใหญ่มีความต้องการอยากอยู่ใกล้ชิดกับลูกหลานหรือคนในครอบครัว และต้องการให้คนเหล่านั้นให้การช่วยเหลือดูแลเอาอกเอาใจ ผู้สูงวัยบางส่วนมีปัญหาสภาพจิตใจ มีความรู้สึกเหงา เปล่าเปลี่ยว ท้อแท้ในสภาพร่างกาย อยากอยู่คนเดียวเงียบ ๆ ไม่สนใจสังคมหรือสภาพแวดล้อม ตลอดจนเทคโนโลยีหรือข่าวสารต่าง ๆ ที่มีผลต่อการดำเนินชีวิต เพราะมองว่าอายุเยอะแล้ว ไม่สามารถนำไปใช้ประโยชน์อะไรได้ ผู้สูงวัยส่วนใหญ่มีความพร้อมอยากจะมีส่วนร่วมในกิจกรรมต่าง ๆ หากมีเวลาว่าง ไม่ติดงานหรือธุระ และมีคนชวนถึงจะมาร่วมงาน นอกจากนี้ ผู้สูงวัยมีความต้องการที่จะมีสวัสดิการอื่นเพิ่มเติมหรือหลักประกันทางด้านรายได้ หากว่าตนไม่สามารถทำงานได้ ก็ยังมีสวัสดิการในส่วนนี้เพื่อใช้ในการดำรงชีพ ผลการวิจัยเกี่ยวกับแนวทางการจัดบริการด้านสวัสดิการสังคมและสังคมสงเคราะห์ให้แก่ผู้สูงวัย พบว่า มีการส่งเสริมสนับสนุนการฝึกอบรมและพัฒนาต่อยอดอาชีพให้กับกลุ่มต่าง ๆ เช่น กลุ่มสตรี กลุ่มแม่บ้าน กลุ่ม อสม. ซึ่งมีสมาชิกบางส่วนเป็นผู้สูงวัย โดยไม่ได้มีการมุ่งเน้นอบรมเจาะจงไปที่กลุ่มผู้สูงวัยโดยตรง มีการจัดให้มีอาสาสมัครท้องถิ่นบริบาลเพื่อให้ความช่วยเหลือ และให้คำแนะนำแก่ผู้ที่ดูแลผู้สูงวัยที่มีภาวะพึ่งพิงหรือป่วยติดเตียง มีการประสานไปยังหน่วยงานระดับจังหวัด ตลอดจนมูลนิธิหลวงพ่อสมหวัง วัดกลางบางพระ ในการให้ความช่วยเหลือด้านเครื่องอุปโภคบริโภค สิ่งอำนวยความสะดวกในการดำเนินชีวิต ตลอดจนการจัดหาที่พักหรือซ่อมแซมที่อาศัย ซึ่งเป็นการให้ความช่วยเหลือที่มีการสลับหมุนเวียนแต่ละบ้าน มีการจัดกิจกรรมในวันสำคัญต่าง ๆ เช่น วันสงกรานต์ โดยหากมีการแจกของขวัญก็จะทำให้ผู้สูงวัยมาร่วมงานจำนวนมาก มีการจัดให้มีการทัศนศึกษาดูงาน ซึ่งไม่ได้มีการเจาะจงไปที่กลุ่มผู้สูงวัย หากแต่ประชาชนทั่วไปที่สนใจก็สามารถไปศึกษาดูงานได้ นอกจากนี้มีการประสานไปยังโรงพยาบาลส่งเสริมสุขภาพประจำตำบล อาสาสมัครสาธารณสุขหมู่บ้าน และโรงพยาบาลในการดำเนินกิจกรรมด้านสุขภาพ ได้แก่ การออกกำลังกาย การตรวจสุขภาพประจำเดือน การคัดกรองโรค การให้ความรู้ด้านการดูแลสุขภาพ ผลการวิจัยเกี่ยวกับรูปแบบการจัดบริการสวัสดิการสังคมและสังคมสงเคราะห์ให้แก่ผู้สูงวัย พบว่า ควรมีการส่งเสริมจัดตั้งชมรมผู้สูงวัยเพื่อดำเนินกิจกรรมต่าง ๆ ควรมีการสร้างภาคีเครือข่ายในการดำเนินงาน โดยมีชมรมผู้สูงอายุเป็นศูนย์กลางในการประสานไปยังหน่วยงานราชการต่าง ๆ ที่เกี่ยวข้องเพื่อขอรับการสนับสนุนในด้านต่าง ๆ ควรมีการระดมปัญหาในการจัดบริการสวัสดิการสังคมสำหรับผู้สูงวัยในชุมชน โดยกำหนดความสำคัญและวิธีในการแก้ไขปัญหาที่พบ ควรมีการฝึกอบรมอาชีพและต่อยอดพัฒนาอาชีพเพื่อสร้างรายได้ให้เฉพาะกับกลุ่มผู้สูงวัยที่ว่างงานหรืออยู่บ้านเฉย ๆ ไม่ได้ทำอะไร ควรมีการส่งเสริมสุขภาพในการป้องกันโรค การให้ความรู้ และคำแนะนำการดูแลสุขภาพ รวมถึงการตรวจสุขภาพร่างกายประจำปี โดยมีบริการรถรับส่งกรณีที่ผู้สูงวัยที่เป็นผู้พิการ ป่วยติดเตียง แก่ชรามาก เดินทางไปเองไม่ไหว ควรส่งเสริมมีการจัดตั้งกองทุนสวัสดิการชุมชนตำบลขึ้นมาเพื่อช่วยเหลือผู้สูงวัยในพื้นที่ ตลอดจนประชาชนต่าง ๆ ที่สมัครสมาชิกในกองทุน ควรจัดให้มีการทัศนศึกษาดูงานแก่กลุ่มผู้สูงวัยโดยเฉพาะ ตามที่กลุ่มผู้สูงวัยส่วนใหญ่มีความประสงค์หรือมีความต้องการที่จะไปดู ควรจัดให้มีการเรียนการสอนให้ความรู้กับผู้สูงวัยให้เท่าทันกับยุคสมัยการเปลี่ยนแปลงในปัจจุบัน

Abstract: The objectives of this research were 1) to study the roles and problems in providing social welfare and social welfare services for the elderly of the local administrative organizations in Bang Phra Subdistrict, Nakhon Chaisri District, Nakhon Pathom Province, 2) to study the guidelines for the provision of social welfare and social welfare services for the elderly of the local government organizations in Bang Phra Subdistrict, Nakhon Chaisi District, and 3)to study the pattern of social welfare and social welfare services for the elderly of the local administrative organizations in Bang Phra Subdistrict, Nakhon Chaisi District, Nakhon Pathom Province. The research methods were qualitative research techniques. Data were collected by in-depth interviews of the method of 3 groups including the population affiliated with local government organizations in the area, a population that we’re not affiliated with local government organizations in the area, and the elderly. The total population of the 3 groups was 39 people. The results about roles and problems in providing social welfare services and social work for the elderly found that most elderly had physical health problems due to congenital diseases such as diabetes, blood pressure, cancer, amnesia, stroke, caused by lifestyle behavior, and the environment. The most of elderly desired to be close to their children or family and wanted them to provide support and care. Some elderly had mental problems such as feeling lonely and discouraged in their physical condition. They wanted to be alone, not interested in society or the environment as well as technology or news that affect their life because they thought that they were old and cannot be used to doing anything. Most of the elderly were ready to participate in activities if they had free time. In addition, the elderly need to have additional welfare or income security if they cannot work, they also have welfare in this part for their livelihood. The results about guidelines of local administrative organizations in providing social welfare services and social work for the elderly found that there was a promotion, support an in a training, and development of various careers for women's groups, housewives, as well as the volunteer group which some members of the group were elderly people. The training was not focused directly on the elderly. Volunteers in local nurseries are organized to provide assistance and advice to those caring for elderly or bedridden people. There is coordination with the provincial departments.as well as Luang Por Somwang Foundation Wat Klang Bang Phra in providing assistance with consumer goods, and living facilities, as well as providing accommodation or repairing housing, which is rotational assistance for each home; Activities are organized on important days, such as the Songkran Palace, where gifts are distributed to encourage the elderly to attend the event. There are field trips that are not specifically targeted at the elderly, but the general public who are interested can go and study. In addition, there is a coordination with the sub-district health-promoting hospital. Village Health Volunteer and the hospital in the implementation of health activities, including exercise monthly health checks disease screening health care education. The research result model of providing social welfare services and social work for the elderly found that there should be a promotion to establish an elderly club to carry out various activities. Network partners should be created in the implementation of the elderly club as a center to coordinate with relevant government agencies to seek support in various fields. Problems should be mobilized in the provision of social welfare services for the elderly in the community by determining the importance and methods of solving the problems encountered There should be vocational training and career development to generate income only for the elderly who were unemployed. Health promotion, disease prevention, health care education, and advice should be promoted, including annual physical examinations. There was a shuttle service in case of elderly people who were disabled, bedridden sick, or very old people who can't travel on their own. Should promote the establishment of a sub-district community welfare fund to help the elderly in the area as well as people who apply for membership in the fund. Field trips should be arranged for the elderly, especially as most of the elderly group wishes or wants to go. Should provide teaching and learning to educate the elderly to keep up with the current changing era.
