Abstract:
This research on the development of performance indicators for swimming referees. It is research and development (Research and development) using a mixed method research (Mixed method research), which divides the research into 3 phases: Phase 1. The results of the study and search for core competencies and specific competencies for the role of sports referees. Swimming, Phase 2: Results of the creation and development of main competency indicators and specific competencies for swimming referees. Phase 3: Results of the examination of construct validity (Construct Validity) of the competencies and indicators. Measure the competency of swimming referees The researcher presents the results of data analysis as follows.
1. Competencies of swimming referees are classified into 2 competencies: main competencies and Specific competencies The core competency consists of 5 sub-competencies, namely: Core competency 1, focusing Achieve results. Core Competency 2: Consciousness in performing work. Competency 3: Accumulation of professional expertise. Core Competency 4: Ethics and Core Competency 5: Teamwork. and job- specific competencies consisting of 9 sub- competencies, namely, job- specific competency 1, leadership, job-specific competency 2, self-control. Specific competency number 3: Accuracy of work Specific competency number 4: Self-confidence. Specific competency 4: Analytical thinking Functional competency number 6: Looking at the holistic picture Role- specific competency 7: Developing others Specific competency 8: Finding information Functional competency number 9: Flexibility.
2. Results of the creation and development of indicators for the main competencies and specific competencies of swimming referees. The main competency indicators and specific competencies of swimming referees have 97 indicators, consisting of competencies. Main 53 indicators, specific functional competencies 44 indicators, with specific functional competencies 54 indicators, 5 competencies, consisting of 1) achievement orientation, 10 indicators, 2) work consciousness, 9 indicators, 3) Accumulate expertise in decision making, 10 indicators, 4) ethics, 10 indicators, and 5) teamwork, 14 indicators, and specific job competencies, 44 indicators, 9 competencies, consisting of 1) leadership, 8 indicators Indicators 2) Self-control, 7 indicators 3) Accuracy in performing duties, 7 indicators 4) Self-confidence, 5 indicators 5) Analytical thinking, 4 indicators 6) Vision Overall picture, 3 indicators, 7) Developing others, 3 indicators, 8) Searching for information, 4 indicators, and 9) Flexibility, 3 indicators.
3. Results of the examination of construct validity ( Construct Validity) of the competencies and performance indicators of swimming referees. The main competencies of swimming referees, 5 components, 53 indicators, are the most appropriate. And the competency of the swimming referee's duties, 9 elements, 44 indicators, are the most appropriate.
