Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อวิเคราะห์มาตรฐาน ตัวบ่งชี้หลักและตัวบ่งชี้ย่อยสถานพัฒนาเด็กปฐมวัยแห่งชาติ 2) สังเคราะห์องค์ประกอบของกลยุทธ์และคู่มือการขับเคลื่อนกลยุทธ์ 3) ประเมินมาตรฐาน ตัวบ่งชี้หลักและตัวบ่งชี้ย่อยสถานพัฒนาเด็กปฐมวัยแห่งชาติ ตรวจสอบองค์ประกอบของกลยุทธ์และคู่มือการขับเคลื่อนการส่งเสริมการพัฒนาการศึกษาอย่างยั่งยืนของสถานรับเลี้ยงเด็กเอกชนจังหวัดเชียงใหม่ การวิจัยประกอบด้วยการวิจัยเอกสาร (Documentary Research) การวิเคราะห์มาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติ องค์ประกอบของกลยุทธ์และคู่มือการขับเคลื่อนกลยุทธ์ จากเอกสาร ตำรา และงานวิจัยของนักวิชาการและนักการศึกษาทั้งภายในและต่างประเทศ จำนวน 20 แหล่งข้อมูล เครื่องมือที่ใช้ในการวิจัยประกอบด้วยแบบประเมินมาตรฐาน แบบตรวจสอบความถูกต้องและความเหมาะสมขององค์ประกอบกลยุทธ์และคู่มือการขับเคลื่อนกลยุทธ์ กลุ่มตัวอย่างจำนวน 177 คน การวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหา (Content Analysis) และการสรุปเชิงพรรณนา ผลการวิจัยพบว่า 1) มาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติมี 5 ตัวบ่งชี้หลักและ 26 ตัวบ่งชี้ย่อย 2) ผลการตรวจสอบองค์ประกอบของกลยุทธ์ประกอบด้วย วิสัยทัศน์ พันธกิจ เป้าประสงค์ ประเด็นกลยุทธ์ มาตรการ แผนงาน และโครงการ องค์ประกอบของคู่มือประกอบด้วย บทนำ เนื้อหา/กลยุทธ์ สรุป เอกสารอ้างอิง และภาคผนวก 3) ผลการประเมินมาตรฐาน ตัวบ่งชี้ย่อยในตัวบ่งชี้หลัก 1.1 การบริหารจัดการอย่างเป็นระบบ ระดับความถูกต้องและความเหมาะสม โดยรวมอยู่ในระดับมากที่สุด ผลการตรวจสอบองค์ประกอบกลยุทธ์และคู่มือ โดยภาพรวม มีความถูกต้อง และเหมาะสม คิดเป็นร้อยละ 100

Abstract: The objectives of this research were: 1) to analyze the standards, main indicators, and sub-indicators of the National Early Childhood Development Centers, 2) to synthesize the components of strategies and the strategic implementation manual, and 3) to evaluate the standards, main indicators, sub-indicators of the National Early Childhood Development Centers, as well as the components of strategies and the strategic implementation manual for promoting sustainable education development in private childcare centers in Chiang Mai. The research comprised documentary research, analyzing the standards of the National Early Childhood Development Centers, the components of strategies, and the strategic implementation manual from academic documents, textbooks, and research works from both national and international scholars, totaling 20 sources. The research tools included standard evaluation forms and verification forms for the accuracy and appropriateness of the strategic components and the strategic implementation manual. The samples consisted of 177 participants. Qualitative data analysis employed content analysis and descriptive summarization. The research findings revealed that: 1) the standards of the National Early Childhood Development Centers consist of 5 main indicators and 26 sub-indicators; 2) the verified components of the strategies include vision, mission, objectives, strategic issues, measures, plans, and projects, while the components of the manual include introduction, content/strategies, summary, references, and appendices, all of which were found to be accurate and appropriate; and 3) the evaluation of the standards and sub-indicators under the main indicator 1.1, systematic management, showed the highest level of accuracy and appropriateness. The verification and validation of the strategic components and the strategic manual also demonstrated accuracy and appropriateness.
