Abstract: This study aimed to develop and evaluate a comprehensive safety education training program for early childhood teachers to enhance their competencies in creating safe learning environments for young children in Harbin, China. Employing a mixed-methods approach, the research was conducted in four stages. First, a needs assessment survey was administered to 20 early childhood teachers to identify challenges in safety education. Based on the findings, a structured training program was developed, covering seven key topics, including setting learning objectives, organizing teaching activities, utilizing multimedia resources, and engaging parents in safety education. To ensure the quality and relevance of the program, expert evaluations were obtained from seven professionals specializing in preschool and safety education. The program was then implemented, and its impact was assessed through pre- and post-tests, rubric-based evaluations, and satisfaction surveys. The results demonstrated a significant improvement in participants’ safety education competencies, as evidenced by the comparison of pre-test and post-test scores. Additionally, participants achieved high scores in rubric-based evaluations, reflecting their ability to apply the acquired knowledge in practice. The satisfaction survey indicated strong positive feedback, with teachers highlighting the practicality and relevance of the training program in real classroom settings. These findings underscore the effectiveness of structured safety education training that integrates theoretical knowledge, practical activities, and diverse instructional methods. The study contributes to the growing body of research on professional development for early childhood educators and provides valuable insights for future initiatives aimed at fostering a culture of safety in early childhood education. การศึกษานี้มีวัตถุประสงค์ เพื่อพัฒนาและประเมินโปรแกรมอบรมด้านความปลอดภัย สำหรับครูปฐมวัย โดยมุ่งเสริมสร้างสมรรถนะของครูในการสร้างสภาพแวดล้อมการเรียนรู้ ที่ปลอดภัยสำหรับเด็กปฐมวัยในเมืองฮาร์บิน ประเทศจีน การวิจัยใช้ระเบียบวิธีแบบผสมผสาน และดำเนินการเป็นสี่ขั้นตอนหลักได้แก่การสำรวจความต้องการของครูปฐมวัยจำนวน 20 คน เพื่อระบุปัญหาด้านความปลอดภัยในการจัดการเรียนการสอน การออกแบบโปรแกรมอบรม ที่ครอบคลุมเนื้อหาสำคัญ 7 หัวข้อ อาทิการตั้งเป้าหมายการเรียนรู้การจัดกิจกรรมการสอน การใช้สื่อมัลติมีเดียและการมีส่วนร่วมของผู้ปกครองในการศึกษาด้านความปลอดภัย จากนั้น ได้รับการประเมินจากผู้เชี่ยวชาญ 7 คน ที่มีความเชี่ยวชาญด้านการศึกษาปฐมวัย และความปลอดภัยทางการศึกษาเพื่อรับรองคุณภาพและความเหมาะสมของโปรแกรม ก่อนดำเนินการฝึกอบรมและประเมินผลผ่านแบบทดสอบก่อนและหลังการอบรมการประเมิน ตามเกณฑ์รูบริกและแบบสอบถามวัดความพึงพอใจของผู้เข้าร่วม ผลการศึกษาแสดงให้เห็นว่าครูปฐมวัยมีพัฒนาการ ด้านสมรรถนะ ด้านความปลอดภัย เพิ่มขึ้นอย่างมีนัยสำคัญ เมื่อเปรียบเทียบคะแนนก่อนและหลังการอบรม อีกทั้งยังได้รับคะแนน สูงจากการประเมินตามเกณฑ์รูบริก ซึ่งสะท้อนถึงความสามารถในการนำความรู้ที่ได้รับ ไปประยุกต์ใช้ในบริบทจริง นอกจากนี้ผลการสำรวจความพึงพอใจระบุว่าผู้เข้าร่วมมีความคิดเห็น ในเชิงบวกต่อโปรแกรมโดยเน้นถึงความเป็นรูปธรรมและความเกี่ยวข้องของเนื้อหากับบริบท การสอนจริงข้อมูลจากการศึกษาครั้งนี้ตอกยํ้าถึงประสิทธิภาพของโปรแกรมฝึกอบรม ที่มีโครงสร้างชัดเจน โดยบูรณาการองค์ความรู้เชิงทฤษฎีกิจกรรมภาคปฏิบัติและเทคนิคการสอน ที่หลากหลายการศึกษานี้จึงเป็นการสนับสนุนแนวทางการพัฒนาวิชาชีพของครูปฐมวัย และให้ข้อมูลเชิงลึกที่เป็นประโยชน์สำหรับโครงการอบรมในอนาคตที่มุ่งเน้นการสร้างวัฒนธรรม ความปลอดภัยในการศึกษาปฐมวัย
