Abstract:
This independent research aims to 1) study the current situation, desired conditions, and needs for quality management in educational administration of pilot schools in the educational innovation area of Chiang Mai Province ; 2) study and develop guidelines for improving the educational quality management system of pilot schools in the educational innovation area of Chiang Mai Province ; and 3) validate the guidelines for developing the educational quality management system of pilot schools in the educational innovation area of Chiang Mai Province. The study is divided into 3 phases: Phase 1 involves studying current problems and needs for developing guidelines for the educational quality management system of pilot schools in the educational innovation area of Chiang Mai Province. ; The target group consists of 75 directors of pilot schools in the Chiang Mai educational innovation area and 75 teachers responsible for quality assurance in educational quality management, totaling 150 people. The research instrument used was a questionnaire. Phase 2 involves studying and developing guidelines for the educational quality management system of pilot schools in the educational innovation area of Chiang Mai Province. The informants include 2 committee members driving the Chiang Mai educational innovation pilot schools, 2 administrators of Chiang Mai educational innovation pilot schools, and 2 representatives from educational service areas, totaling 6 people. The research instrument used was an interview form. Phase 3 involves validating the guidelines for developing the educational quality management system of pilot schools in the educational innovation area of Chiang Mai Province. The informants were purposively selected, including 10 committee members driving the Chiang Mai educational innovation pilot schools, 10 administrators of Chiang Mai educational innovation pilot schools, and 10 representatives from educational service areas, totaling 30 people. The research instrument used was a validation checklist. Data were analyzed using means and standard deviations. The study results found that the highest priority need index was the curriculum and learning management system, followed by the annual operational plan and the teacher learning community system. The educational quality management guidelines consist of 9 components 1) curriculum system 2) learning management 3) measurement and evaluation 4) annual operational plan5) teacher learning community system 6) academic support system 7) internal quality assurance reporting 8) guidelines for improving the educational quality management system,and 9) monitoring and evaluating the effectiveness and efficiency of the QM1-4 system. The developed guidelines are based on Deming's quality management process (PDCA) and consist of 5 main components1) principles 2) objectives 3) implementation methods with 4 steps: planning, implementation monitoring and improvement 4) evaluation and 5) success conditions divided into 4 areas: personnel budget materials and equipment and technology, and management. The validation results showed that the guidelines have the highest level of appropriateness, a high level of feasibility, and meet all established criteria.
