Abstract:
The geopolitical context of the world in the 21st century has been characterized by the competition between superpowers, especially the United States and China, the post-war hegemony and the rising power. In this case, infrastructure assistance scheme is one of the significant tools they used as a tool to rival towards small to medium countries, or in regional level in order to gain influence which can affected to the world order. Through the politics of the scheme, Goods Substitution strategy framework can be used to elaborate the behavior of both provider and recipient. The scope of study focusing on Maritime Southeast Asia nations that the recipient appears to adopt hedging behavior towards superpowers than the Mainland zone, resulting from the economic considerations, security concerns, and regional stability.
