SITUATIONS, PROBLEMS AND GUIDELINES FOR PROBLEMS SOLVING OF INSTRUCTIONAL MANAGEMENT IN PANDEMIC OF CORONAVIRUS DISEASE COVID-19 OF SCHOOLS UNDER THE NAKHON PHANOM PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1
Abstract:
The pandemic situations of Coronavirus Disease COVID-19 affect the global problems of
public health, economy, including problems with education making it impossible for instructional
management normally. The purposes of this research were (1) to study and compare situations of
the instructional management in pandemic of Coronavirus Disease COVID-19 of schools under the
Nakhon Phanom Primary Educational Service Area Office 1 classified by status and school size,
and (2) to study the problems and some guidelines of the instructional management in pandemic of
Coronavirus Disease COVID-19. The samples used were 294 school administrators and teachers
with followed the proportion using the percentage criteria, and they were selected by Stratified
Random Sampling. The instrument employed was a five-rating scale questionnaire and its open-end
questions with the index of item congruence (IC) between .80-1.00, the discrimination between
.28 - .78, and the reliability of .92. The statistics employed were percentage, mean, standard
deviation, t-test (Independent Samples), and One-way analysis of variance analysis.
The results were found that (1) situations of the instructional management in pandemic
of Coronavirus Disease COVID-19 of schools in overall were at a high level. The results of
comparison by status and school size found that the overall difference was statistically significant
at .01 level. (2) Problems of the instructional management in pandemic of Coronavirus Disease
COVID-19 of schools suggested 5 items as follows: 1) On-site education, students were at high risk
of covid-19 injection. 2) On-air education, students did not have any equipment to study via
television such as set-top box, satellite dish and television. 3) On-line education, students did not
have enough equipment to study via internet. 4) On-demand education, students had insufficient
learning equipment and some applications cannot be used. And 5) On-hand education, parents
were unable to be with students and advised while the students doing activities. The guidelines for
problems solving of instructional management as follows: 1) On-site education, school should
establish safety guidelines according to the Center for COVID-19 Situation Administration
Nakhon Phanom Province. 2) On-air education, teachers should accompany students to study
with friends who have fully equipment and regularly visit students homes. 3) On-line education,
teachers should ask their parents for allowing students to use their parents' smartphones for
studying or allowing students to go to study with friends who live nearby their houses.
4) On-demand education, teachers should suggest the applications that proper for student device
or providing weekly paperwork and worksheets to students. And 5) On-hand education, teachers
should ask for cooperation with their parents to advise students when there are some activities on
learning time, they might do it when they are free from their work.
