Abstract:
This research aims to: (1) examine the peacekeeping missions of the United Nations and its member states, with a case study of South Sudan; (2) investigate the strategies of Thai military engineers in international peacekeeping operations, with a case study of South Sudan; and (3) propose approaches for advancing the strategies of Thai military engineers in international peacekeeping, based on the South Sudan case study. The study employed a qualitative research methodology, collecting data from 13 key informants through interviews. Data were analyzed using descriptive and narrative methods.
The findings revealed that:
1. Peacekeeping missions of the United Nations and its member states in South Sudan are highly complex and challenging for Thai military engineers. In addition to engineering tasks such as road, building, bridge, and essential infrastructure construction, adaptation to physical, psychological, and socio-cultural conditions was required to ensure effective performance. South Sudans climate, characterized by extreme heat and heavy rainfall, posed health risks for outdoor operations. Thus, physical adaptation was essential, including adequate hydration, proper rest, protective equipment against sun and dust, as well as adjusted work practices such as operating during cooler hours, using machinery to reduce manual labor, and applying construction techniques suited to local conditions.
2. Strategies of Thai military engineers in peacekeeping operations involved an integration of infrastructure support, relationship-building with local communities, international coordination, individual adaptation, and safety assurance. These strategies contributed to effective and safe mission accomplishment while enhancing Thailands international reputation.
3. Advancing peacekeeping strategies requires drawing upon real-life experiences and practical situations to provide guidance for future Thai peacekeeping contingents. Recommendations include preparing personnel with appropriate conduct, ensuring readiness of tools, spare vehicle parts, and military equipment to effectively fulfill missions assigned by the United Nations.
