Abstract:
This research Developing a Proactive Risk Management System for Supporting Units at Chiang Rai Campus, University of Phayao aimed to examine the current state of proactive risk management and to develop an effective system for supporting units at the Chiang Rai Campus. This quantitative research utilized purposive sampling with 130 respondents, including 10 supporting staff, 100 students or alumni, and 20 general service users. Data analysis involved frequency, percentage, mean X̅ and standard deviation (S.D.), presented with descriptive interpretation. The results indicated that overall risk management based on the COSO ERM 2017 framework was at a high level (μ = 4.28) Strategy and Objective-Setting scored the highest (μ = 4.73), followed by Governance and Culture (μ = 4.31), while Information, Communication, and Reporting was the lowest (μ = 4.04). Recommendations include improving publicity and information dissemination, inviting resource persons for educational activities, organizing training programs for organizational knowledge enhancement, and encouraging administrators to prioritize comprehensive risk management in all aspects
