The research findings are as follows:
1. The level of ethical leadership qualities of educational administrators in schools under the jurisdiction of Loei Primary Educational Service Area Office 2, overall is at the highest level.
2. The organizational climate level in the school under the jurisdiction ofLoei Primary Educational Service Area Office 2, overall is at a high level.

Analyzing the relationship between the ethical leadership qualities of educational administrators and the organizational climate in schools under the jurisdiction of Loei Primary Educational Service Area Office 2, using Pearson's Product Moment Correlation Coefficient, it was found that the ethical leadership qualities of educational administrators overall have a moderate positive relationship at 0.593, which is statistically significant at .01 level.
4. Analyzing the impact of ethical leadership qualities of educational administrators on the organizational climate in schools under the jurisdiction of Loei Primary Educational Service Area Office 2, it was found that out of the 6 components analyzed, 4 components, namely Integrity(x2), Citizenship(x), Fairness(x), and Respect(xg), showed statistically significant relationships at the .01 level.
The variable with the best predictive power is Integrity(x2), with a coefficient of prediction equal to 0.406, followed by Citizenship(x) with a coefficient of prediction equal to 0.361, Fairness(x) with a coefficient of prediction equal to 0.223, and Respect(x5) with a coefficient of prediction equal to 0.202. These four components can collectively predict the organizational climate within schools under the jurisdiction of Loei Primary Educational Service Area Office 2 (Y) with an efficiency of 58.40% (R ^ 2 = 0.584) and a prediction standard error of ± 0.28934. The prediction equation is as follows:
Regression equation in standardized score
hat Y = 1.419 + 0.314(x_{6}) + 0.39(x_{2}) + 0.188(x_{1}) + 0.159(x_{5})
Regression equation in raw score
hat Z = 0.361(x_{g}) + 0.406(x_{2}) + 0.223(x_{1}) + 0.202(x_{g})
