Abstract:
The objectives of this research were 1) to study tambon administrative organizations competency development strengthen community and 2) to study Buddhist morality of tambon administrative organizations competency development strengthen community, and 3) to study guidelines of Buddhist integration to develop the competency in tambon administrative organization to build strengthen community
This research was Mixed Methods Research, The qualitative research was conducted by In-Depth Interviews from 22 interviewees to obtain accurate information and the Result of prioritizing essential competency. The quantitative research was surveyed 335 people from tambon administrative organizations to analyze needs according to PNIModified and find out relative factors to study parameters which impact on Buddhist competency and condition level of strengthened community to contribute reliability of qualitative information. Then, researcher discussed with 12 savants inducing monks to summarize the guidelines of buddhist integrated approach and analyze qualitative information by classifying, comparing and summarizing inductive information leading to Buddhist integration to develop the competency in tambon administrative organization to build strengthen community in practice.
Research Results were as follows:
1. The overall competency of tambon administrative organization was high (average = 3.66), considering by section found that competency of right and morality is highest (average = 3.957), the current competency of strengthening community was high (average = 3.64) and considering by section found that social assistance had highest competency (average= 3.84). The competency of Buddhist integrated approach to Tambon administrative organization has strong relationship with strengthening community (r=0.864) and competency of all 5 sections requires development prioritized by the need according to PNImodified which were (1) competency of organizational awareness (PNImodified = 0.2544), (2) competency of service mind (PNImodified = 0.2197), (3) competency of teamwork (PNImodified= 0.1991), (4) competency of outcome (PNImodified = 0.1931) and (5) competency of right and ethics (PNImodified= 0.1142).
2. Buddhist Morality in Buddhist integration to develop the competency in tambon administrative organization to build strengthen community was conducting Tri-Sikkha 3 which consists of Sila, Samadhi and Panya to the community. Sila, the first principle, is able to develop by integrating education and Suta-maya panya wisdom which is development of Suta to improve competency of organizational awareness as following Bhavana 4. Samadai, the second principle, is able to conduct integrated with Jintamaya Panya wisdom which is development of Jakha and Buddhist principle for improving competency of teamwork according to Brahmavihara 4. Panya, the last principle, is able to develop human resource by integrating development and Bhavana-maya panna to develop intellectas Sangahavatthu 4 principle to develop competency of service mind. Besides, Iddhipada 4 is conducted to develop competency of achievement and Gharavasa-dhamma is for development of competency of right and ethics to strengthen community by achieving 3 things, namely Self-sufficiency, Social assistance and Participation. Such dharma principles are able to describe competency and apply to be development guideline with standard and indicator.
3. For Buddhist integrated approach to improve Sub-district Administration Organization performance in strengthening communities, there are 5 elements of the core competencies in prioritized order are as follows: 1) an understanding of the organization and work in Buddhist integration including good community coordinated structure (Kaya), measuring system (Sila), Cognizant of Technology (Citta), focus on the organization of the study (Panna), 2) Buddhist integration teamwork are focused on participation (Metta), knowledge exchange (Karuna), motivation creation (Mudita) and good mass communication skills (Upekkha), 3) Buddhist integration service excellence are the reinforcement techniques (Dana), positive coordination skills (Piyavaca), public network usage (Atthacariya) and consistency (Samanattata), 4)Buddhist integration Achievement Motivation are the evaluation system (Chanda), system to solve problems with need (Viriya), updating (Citta), and community satisfaction (Vimamsa), and 5) adherence to Buddhist integration righteousness and ethics are preparation of corporate values (Sacca), focus on the participation inspection (Dama), using moral principle for development (Khanti) and awarding role model (Caga). Guideline for Buddhist integration to develop the competency in tambon administrative organization to build strengthen community should be started with creating network and driven with member in tambon administrative organization by using Arayawatti 5, Bavaratus-Vajirajedhi is a house, a temple, a government office (establishment for education, improvement of potential unit), local area (tambon administrative organization), institution (health promoting hospital district). All sectors should participated development project, based on 5 competencies by staring with needed competency according to 5 core competencies and 24 sub-competencies. The guideline of research competency consisted of 81 approaches to proper development and be able to apply in practice.
