Abstract:
This research aimed (1) to study the current conditions of personnel administration development based on the Four Powers (Bala 4) principles of school administrators under the Office of Khon Kaen Primary Educational Service Area 4, and (2) to propose development guidelines for administrators characteristics according to the Bala 4 principles under the same office. The quantitative research used a questionnaire with a reliability coefficient of 0.98. The sample group included 264 school administrators and teachers. The statistics employed were frequency, percentage, mean, and standard deviation. For the qualitative research, data collection was done through interviews with 12 key informants selected through purposive sampling to verify consistency and accuracy.
The research results were as follows:
1. The current state of administrators characteristics based on the Four Powers under the Office of Khon Kaen Primary Educational Service Area 4 was at a high level overall and in all aspects. The highest-rated aspect was morality, followed by cost-effectiveness, rule of law, responsibility, transparency, and the lowest was participation.
2. The development guidelines for administrators characteristics based on the Four Powers are as follows: (1) administrators should focus on policy and strategy development while allowing stakeholders to participate in curriculum development and improvement; (2) administrators should exhibit a kind and supportive personality, providing opportunities for access to academic information and resources; (3) administrators should have a clear and concrete vision that is easily understood by everyone in the organization or group; (4) promote teamwork and diversity in operations to enhance relationships and collaborative skills; (5) administrators should maintain honesty in communication and expression; and (6) support learning and the acquisition of new knowledge to respond to change, including training in specific skills to enhance personal development.
