Abstract:
The research aims to study three objectives as follows: 1. To study the level of effectiveness in the performance of duties by sub-District chiefs and village heads in Mae Charim District, Nan Province; 2.to examine the relationship between the principles of Pāpanika Dhamma and the effectiveness of sub-District chiefs and village heads in Mae Charim District, Nan Province; and 3. To propose the application of Pāpanika Dhamma to enhance the effectiveness of sub-District chiefs and village heads in Mae Charim District, Nan Province. The research follows a mixed-method approach, combining quantitative and qualitative research methodologies. The population and sample group for this study consist of residents aged 18 and above in Mae Charim District, Nan Province, totaling 12,572 people. The sample size was determined using Taro Yamanes formula, resulting in a sample of 388 individuals. Data were analyzed using frequency, percentage, mean, standard deviation, and Pearson's correlation coefficient to examine the relationship between the principles of Pāpanika Dhamma and the effectiveness of sub-District chiefs and village heads. In terms of qualitative research, in-depth interviews were conducted with ten key informants. Content analysis techniques were used to contextualize and present findings in a descriptive format, supplemented with frequency distribution tables of key informant data to support the quantitative findings.
The research findings showed that:
1. The overall effectiveness of sub-District chiefs and village heads in Mae Charim District, Nan Province, as perceived by the respondents, was at a moderate level (x̄= 3.22). When analyzed by specific aspects, including 1) the execution of duties and implementation of key government policies, 2) leadership qualities and adherence to the Kings work principles, and 3) public satisfaction with their role as assistants to the district chief and as community leaders, all aspects were also rated at a moderate level.
2. The relationship between the principles of Pāpanika Dhamma and the effectiveness of sub-District chiefs and village heads in Mae Charim District, Nan Province, was found to be highly positive overall (r = .963). When analyzed by specific aspects, all showed a similarly high positive correlation.
3. The application of Pāpanika Dhamma to enhance the effectiveness of sub-District chiefs and village heads in Mae Charim District, Nan Province, can be summarized as follows: (1) Cakkhumā Having a broad vision: Sub-District chiefs and village heads should set the direction for village and sub-District development by encouraging public participation, fostering collective decision-making, and ensuring shared benefits. They should be forward-thinking, able to integrate work across multiple agencies efficiently, analyze problems and development trends in their areas clearly, and employ a rational and well-considered approach to problem-solving. (2) Vidhuro Mastery in duties: They should take full responsibility for their assigned tasks, address emerging problems promptly, and demonstrate expertise in their work. This includes proficiency in personnel management, resource management, and community administration. (3) Nissayasampanno Good interpersonal relationships and credibility: They should build trust and maintain positive relationships with colleagues and the public. Their role requires strong interpersonal and coordination skills, as well as the ability to foster unity and cooperation within villages and communities.
