Abstract:
This research aimed to (1) study the characteristics of administrators based on the principles of good governance and (2) propose guidelines for developing these characteristics under the Office of Khon Kaen Primary Educational Service Area 4. This study employs a mixed-method research approach, combining quantitative and qualitative research methods. For the quantitative research, the data was collected through a questionnaire, which had a reliability score of 0.851. The sample group consisted of 264 school administrators and teachers. For the qualitative research, interviews were conducted with 12 key informants, who were experts in the field.
The research results were as follows:
1. The characteristics of administrators based on good governance principles under the Office of Khon Kaen Primary Educational Service Area 4 were found to be at a high level in both overall and individual aspects. The highest-rated characteristic was morality, followed by cost-effectiveness, rule of law, responsibility, transparency, and the lowest-rated characteristic was participation.
2. Guidelines for the Characteristics of Administrators Based on Good Governance: (1) Administrators should promote knowledge in developing educational media, innovations, and technology. (2) Administrators should demonstrate a caring personality, being ready to assist and support others in the organization. (3) Administrators should have a clear and tangible vision to ensure that all members of the organization or group understand it easily. Setting clear goals and directions helps in aligning operations with the strategic plan. (4) Administrators should create processes that allow members to participate in developing strategies and methods to achieve the vision. (5) Administrators should regularly evaluate academic performance to ensure continuous improvement. (6) Administrators should support learning and the acquisition of new knowledge to enable adaptation to changes and emerging needs.
