Abstract:
The objectives of the reseerch were to propose a community participation model in managing early childhood education under the municipality by using research with 4 parts as follows. In part 1, the research aimed to study the current conditions and the needs of the community participation in managing carly childhood education under the municipality. The samples were 108 participants consisting of school administrators, teachers teaching early childhood and basic education committees. They were randomized by simple sampling. In part 2, the research aimed to create a community participation model in managing early childhood education under the municipality. The target group ncluded 11 experts participating in the community in managing early childhood education. They were selected by purposive sampling In part 3, the research aimed to try out the community participation model in managing early childhood education under the municipality. The target group included 10 participants consisting of school administrators, teachers teaching early childhood and basic education committees from Tedsaban 3 Samakkeewittayakam School. They were selected by purposive samplins. In part 4, the research aimed to evaluate the community participation model in managing early childhood education under the municipality. The target group included 21 participants consisting of experts and stakeholders. They were selected by purposive sampling.
The research instruments were a questionnaire, an interview form and an evaluation form. The statistics used were percentage, mean, standard deviation and content analysis.
The research findings were as follow.
The community participation model in managing early childhood education under the municipality consisted of 5 components: the first component, the principles of the model, consisting of
1) community participation principles, 2) decentratization principles and 3) co-ownership principles; the second component, the objectives of the model, consisting of 1) the objective to obtain the model to be used in the schools under the municipality effectively and 2) the objective to be guidelines for the school administrators to bring the model to be used in managing education in the schools under the municipality related to the conditions and be the ideas in developing the organizational management based on the real conditions; the third component, the operation of the model, consisting of 1) the participation in planning and making decision, 2) the participation in operating and 3) the participation in evaluating; the fourth component, the evaluation of the findings of the model, consisting of 1) the evaluation of the processes of the community participation in managing early childhood education under the municipality and 2) the evaluation of the satisfaction towards the use of the model, and the fifth component,. the conditions for success, consisting of 1) the administrators managing in the decentralization, 2) everyone: school administrators, school staff, basic education committees, and guardians feeling confident in schools,
3) everyone: school administrators, school staff, basic education committees, and guardians realizing the importance of the participation and 4) school, staff and basic education committees being pleased to cooperate in operating according to the model-based operation handbook. The findings of the evaluation of the community participation model in managing early childhood education under the municipality showed that in the overall, the community participation model was appropriate and possible at a high level and beneficial at the hignest level.
