Abstract:
This study aimed to examine the current state of school administration, establish guidelines for school management, and evaluate administrative practices based on good governance principles among administrators in small schools under the Buriram Primary Educational Service Area Office 4 during the 2024 academic year. The study on the current state of school administration involved a sample of 248 participants, consisting of 69 administrators and 179 teachers. A five-point Likert scale questionnaire was employed, with a content validity index ranging from 0.60 to 1.00, a reliability coefficient of 0.95, and a discrimination index ranging from 0.36 to 0.71. For the study on administrative guidelines, semi-structured interviews were conducted with five experts, and the data were analyzed using content analysis. The evaluation of management strategies based on good governance principles involved 30 participants, including school administrators and teachers in small schools under the Buriram Primary Educational Service Area Office 4. The data collection tool was an assessment of appropriateness and feasibility, utilizing a five-point Likert scale.
The results revealed as follows:
1. The overall level of school administration based on good governance principles in small schools was at a high level. The highest average score was observed for the principle of cost-effectiveness, followed by responsibility, participation, rule of law, transparency, and morality, respectively.
2. The proposed guidelines for school administration emphasized six key aspects: strict adherence to rules and regulations (rule of law), exemplary conduct by administrators (morality), promotion of transparency and accountability (transparency), opportunities for staff participation in decision-making (participation), active listening to teachers and community members (responsibility), and efficient resource management to maximize benefits (cost-effectiveness).
3. The overall appropriateness and feasibility of the management approach based on good governance principles by administrators in small schools under the Buriram Primary Educational Service Area Office 4 were both rated at the highest level."
