Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพทั่วไปและปัญหาอุปสรรคการขับเคลื่อนหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์จังหวัดประจวบคีรีขันธ์ (2) ศึกษากระบวนการขับเคลื่อนหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์จังหวัดประจวบคีรีขันธ์ (3) นำเสนอการพัฒนาการขับเคลื่อนหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์จังหวัดประจวบคีรีขันธ์ ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยใช้แบบสัมภาษณ์เชิงลึกที่มีค่าดัชนีวัดความเที่ยงตรงเชิงเนื้อหา ทั้งฉบับ (S-CVI) เท่ากับ 1.00 ผู้ให้ข้อมูลสำคัญ 25 รูปหรือคน และใช้การสนทนากลุ่มเฉพาะ โดยผู้ทรงคุณวุฒิ 8 รูป หรือคน วิเคราะห์ข้อมูลด้วยเทคนิค การวิเคราะห์เนื้อหาประกอบบริบท ผลการวิจัยพบว่า 1. สภาพทั่วไปและปัญหาอุปสรรคการขับเคลื่อนหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์จังหวัดประจวบคีรีขันธ์ มีจุดแข็ง ด้านการมีกระบวนการทำงานร่วมกันกับผู้มีส่วนเกี่ยวข้องในพื้นที่ มีจุดอ่อน ด้าน งบประมาณที่ได้รับการจัดสรรมีไม่เพียงพอกับความต้องการจำเป็น ตามสภาพจริงของหน่วย อ.ป.ต และการที่รัฐบาลได้บรรจุ โครงการขับเคลื่อนหน่วยอบรมประชาชนประจำตำบลให้อยู่ในแผนยุทธศาสตร์ชาติ ของสำนักงานพระพุทธศาสนาแห่งชาติ ทำให้เป็นโอกาส ด้านความมั่นคงในการปฏิบัติงาน และมีอุปสรรคสำคัญในการดำเนินงานที่ผ่านมา คือ สถานการณ์การระบาดของเชื้อไวรัสโคโรนา 2019 2. กระบวนการการขับเคลื่อนหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์จังหวัดประจวบคีรีขันธ์ ประจวบคีรีขันธ์ ต้องอาศัยองค์ประกอบ 4 ส่วนมาประยุกต์ใช้ร่วมกัน คือ ส่วนที่ 1).การวางแผนงานด้วยวงจรคุณภาพ PDCA ส่วนที่ 2). หน้าที่งาน 8 ประการของหน่วยอปต. ส่วนที่ 3).แนวทางปฏิบัติงานของหน่วยอปต. 7 ด้าน และส่วนที่ 4). การศึกษาดูงาน ของหน่วยอปต. ที่มีผลงานดีเด่น เพื่อใช้เป็นแบบอย่าง ในการขับเคลื่อนงานของหน่วย อปต. 3. รูปแบบการพัฒนาการขับเคลื่อนหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์จังหวัดประจวบคีรีขันธ์ ประจวบคีรีขันธ์ ประกอบด้วยงาน 4 ขั้นตอนใหญ่ คือ ขั้นตอนที่ 1.การวางแผนการดำเนินงาน ทั้ง 8 ประการ ได้แก่ 1.1. แผนงานส่งเสริมศีลธรรม/วัฒนธรรม 1.2.แผนงานสร้างเสริมสุขภาพ อนามัย 1.3. แผนงานอบรมสัมมาชีพ 1.4. แผนงานสร้างสันติสุข 1.5.แผนงานการศึกษาสงเคราะห์ 1.6.แผนงานสาธารณสงเคราะห์ 1.7.แผนงานส่งเสริมความกตัญญูกตเวทีตาธรรม และ 1.8. แผนงานสามัคคีธรรม โดยที่ในแต่ละแผนงานต้อง ให้สอดคล้องกับ ความต้องการจำเป็นในการปฏิบัติงานของหน่วยอปต. คือ (1).การแต่งตั้งเจ้าหนาที่การเงินและการบริหารงานทั่วไป (2).การจัดการรักษาทรัพย์สินของหน่วย (3).การช่วยเหลือเกื้อกูลประโยชน์ให้ประชาชนในตำบล (4).การจัดอบรมประชาชน (5).การประสานงานกับฝ่ายบ้านเมือง (6) การแก้ไขข้อขัดข้อง ในการทำงาน และปฏิบัติตามคำแนะนำ (7).การจัดทำรายงานประจำปี เสนอคณะสงฆ์ผู้ปกครอง ขั้นตอนที่ 2 การปฏิบัติงานตามแผนที่กำหนดไว้ ทั้ง 8 ประการ ตั้งคณะทำงาน แบ่งหน้าที่ กระจายอำนาจการปฏิบัติและสั่งการ ในแนวราบ ขั้นตอนที่ 3 การกำกับติดตามการดำเนินงานตามแผนทั้ง 8 แผนงาน อย่างใกล้ชิด และต่อเนื่อง ตั้งคณะกรรมการติดตามผล วางแผนการติดตามงาน จัดทำแบบติดตาม รายงานผล ประชุม ร่วมกัน รับฟังผลงาน ข้อดี ข้อบกพร่อง ระดมสมองคิดแก้ไข ปรับปรุง พัฒนาให้ดีขึ้น ขั้นตอนที่ 4 การปรับปรุง แก้ไข พัฒนาข้อบกพร่องที่เกิดขึ้นจากการดำเนินการตามแผนงานทั้ง 8 ประการ และนำไปปฏิบัติการให้ต่อเนื่อง ติดตามจนงานสำเร็จลุล่วง ในแต่ขั้นตอน ตามเป้าหมายที่ก าหนด มีการบันทึกผลการ ดำเนินงาน และจัดทำรายงานผลเสนอให้ฝ่ายปกครองตามลำดับชั้น

Model for developing and driving the sub-district public training unit of the Sangha in Prachuap Khiri Khan Province. Prachuap Khiri Khan Consists of 4 major steps: Step 1. Planning operations for all 8 aspects, including: 1.1. Moral/cultural promotion plan 1.2. Health promotion plan 1.3. Vocational training plan 1.4. Peace building plan 1.5. Welfare education plan 1.6.Public welfare plans 7. Plan to promote gratitude and dharma and 1.8. Plan for unity. in which each plan must to be consistent with Necessary needs in the operation of local administrative organizations. namely (1). Appointment of financial and general administration officials. (2).Management and maintenance of the unit's assets (3).Help and benefit the people in the sub-district. (4).Providing public training (5).Coordination with the government department. (6)Resolving problems in work and following recommendations. (7). Preparation of annual report. Propose to the ruling clergy Step 2: Carrying out work according to the 8 plans, setting up working groups, dividing duties, decentralizing operations and giving orders horizontally. Step 3: Supervising and following up on the implementation of all 8 plans closely and continuously. Set up a committee to follow up on results. Plan follow-up work Prepare a follow-up form, report results, meet together, listen to work results, advantages, shortcomings, brainstorm ideas for corrections, improvements, and development. Step 4: Improving, correcting, developing the shortcomings that arise from the implementation of the 8 work plans and putting them into continuous operation.
