The increase in the amount of greenhouse gases in the atmosphere is the leading cause of global warming and affect climate change, be it changes in temperature, moisture or rainfall patterns. As a result of these changes, many countries around the world are at risk of facing severe natural disasters that affect urban infrastructure especially the road network which is an important infrastructure used in traveling for a wide variety of human activities. This study aims to investigate the impact of traffic conditions on road networks and the ability to access under the influence of climate change. This is the reason that the rainfall tends to increasingly change, causing severe flooding. In the study, traffic models are used in conjunction with hydraulic models to show routes; simulate traffic conditions affected; and analyze the ability to access between business-as-usual scenario and flooded scenarios, together with adaptations and measures. The results of the study showed that if no measures had been implemented to prevent and mitigate the effects of climate change and flooding, the traffic conditions would have deteriorated and lost normal access to hospital areas. Due to the increased water level. As a result, the roads could not be used normally. After implementing the measures especially construction of drainage tunnels and exemption of expressway toll, traffic conditions in the road networks have improved and accessibility to hospital areas has been restored. In addition to being able to drain water from the road surface, travelers have more travel routes and can avoid routes with flooded roads. Consequently, travel time are reduced compared to the construction of drainage tunnels solely.
