Abstract:
The objectives of the research were (1) to study the level of the 21st century skills of school administrators under the Primary Educational Service Area Office Loei 1, (2) to study the Professional Learning Community of the schools, (3) to study the relationship between the school administrators 21st century skills and the professional educational community of schools under the Primary Educational Service Area Office Loei 1, (4) to study the administrators 21st century skills effective to the schools professional educational community, and (5) to generate the predictive equation of the administrators 21st century skills effective to the schools professional educational community. The sample group was a total of 299 administrators and teachers under the Primary Educational Service Area Office Loei 1 in the academic year of 2562, selected by Krejcie & Morgan sample size calculating table, including the stratified random sampling. The research instrument used for data collection was the five-level rating scale questionnaire, divided into two parts; the first on the administrators 21st century skills with reliability of 0.959, and the second on the schools professional educational community with 0.926.The statistics used for data analysis comprised the arithmetic mean, standard deviation, Pearsons product moment correlation coefficient, and simple regression analysis. The research findings were as follows: 1.The 21st century skills of school administrators under the Primary Educational Service Area Office Loei 1 was found to be totally and separately at a high level. 2. The professional educational community of schools under the Primary Educational Service Area Office Loei 1 was found to be totally and separately at a high level. 3.The relationship between the administrators 21st century skills and the schools professional educational community was positively correlated with each other at a high level (r = 0.748) with the statistical significance of 0.01. 4.The analysis of the 21st century skills of school administrators revealed that there were five skills; administration, leadership, technology, creativity and communication. The predictive power of all those five skills on the professional educational community of schools under the Primary Educational Service Area Office Loei 1 was found to be at a statistically significant level of 0.01. These five variables demonstrated the predictive power of 56.7 percent (R2 = 0.567) on the professional educational community of schools under the Primary Educational Service Area Office Loei 1 with the Standard Error of Estimate (SEE) of ± 0.26886. As a result, the analysis of the administrators 21st century skills effective to the schools professional educational community could be written as the following equations. The unstandardized predictive equation was written as = 1.016 + 0.178(x5) + 0.194(x2) + 0.189(x3) + 0.100(x4) + 0.086(x1). The standard predictive equation was written as = 0.267(x5) + 0.233(x2) + 0.230(x3) + 0.123(x4) + 0.112(x1).
