Factors affecting forest conservation efforts under payment for forest environmental services program in Thua Thien Hue province, Vietnam
Abstract:
The Payment for Forest Environmental Services (PFES) program has been implemented in Thua Thien Hue Province since 2010. The factors influencing the forest conservation efforts of households under the program were investigated. A Luoi district was selected purposively because it had the largest PFES forest area. Data were obtained from a random sample of 191 households. The results indicated that a household‟s contribution to forest conservation activities in monetary terms was USD 218 /household/yr, which was slightly lower than the USD 232 /household/yr allocated under the PFES program. Therefore, it was suggested that household payments under the program was considered as negligible compensation for their conservation efforts. Furthermore, a better household perception on the co-benefits of participating the program and higher payment received are likely to lead to greater conservation efforts. Factors of PFES management including equity, training and enforcement issues were found to have slight effects on household conservation efforts. PFES agencies seem to be very effective in training and equipping participants with essential knowledge and skills for conservation activities. However, the low payment rates are likely to have caused a sense of unfairness and to have prevented households from participating in the program. In addition, the household perception of the danger of patrolling the forest appeared to be a factor that slightly reduced their conservation efforts. Therefore, it is essential for policymakers to have adequate understanding of the effects of each factor on household conservation efforts in order to craft more effective policies for the performance enhancement of the program.
