ASEAN labour productivity measurement and its economic integration impact
Abstract:
This study aims to: 1) measure and compare labour productivity in the ASEAN using the production function and labour productivity index from 19712016; and 2) analyse the impact of domestic and foreign factors, with emphasis on economic integration, on labour productivity in the ASEAN from 19952016. The analysis is classified into three groups: (1) comparison of the ASEAN6 and CLMV; (2) economic development indicated by income level; (3) period of economic integration. The results show that labour productivity in the ASEAN6 is likely to decrease, while continuously increasing in CLMV. When comparing labour productivity with national development based on income level, high-income economies are found to have the highest labour productivity in comparison to upper-middle-income and lower-middle-income economies. The comparison between labour productivity and the first period of economic integration from 19711991 demonstrates a relatively low level of labour productivity in all countries. Later, from 19922016, there were more agreements and substantial economic integration, leading to an increase in labour productivity within the region. An analysis of influential factors shows that most domestic factors, especially the capital-labour ratio, human capital in health and changes in the economic structure from agricultural to industrial have a positive impact on labour productivity in all three groups, except CLMV. Most economic integration has a negative impact on labour productivity, especially financial development, intra-ASEAN trade openness, and intra-ASEAN foreign direct investment. Conversely, international migration and intra-ASEAN migration both have a positive impact on labour productivity, except in the ASEAN6 and high-income countries. Therefore, the ASEAN should pay more attention to the development of domestic factors to increase labour productivity but cannot neglect the development of economic integration for its sustainable and continuous improvement.
