The Smart Farmer development is an important strategic project of the Ministry of Agriculture and Cooperatives (MOAC) aiming to improve the life quality of farmers in order to be able to be self-reliant and immune to production and marketing risks and to achieve an even distribution of income. However, information on the results of key performances and problems in all dimensions associated with the project is limited. Therefore, the objective of this research was to examine theimpact of development to jasmine rice smart farmer on socio-economic and community environmental condition. Jasmine rice growers and their paddy fields under the project were investigated inKrasang District, Buri Ram Province, Thailand in the growing year of 2014/2015. The 60 farmer samples were selected with non-probability purposive sampling method classified into three groups according to the degree of development including developing smart farmer (DSF), smart farmer (SF) smart farmer model (SFM). The data was collected by using structured interview, integrated with soil analysis of farmers paddy fields compared to that of general farmers (GF) who hasnever participated in the project. The results showed that the net income of SFM and SF group after participating in the project was 22.8 and 20.1% higher than that before participating in the project, respectively, but the net income of DSF group decreased by 5.61%. Production costs, especially the expenses of fertilizer and seed for these three farmer groups, significantly decreased after participating in the project. The most cost reduction was achieved by 20.91% for SFM, followed by 11.94% and 11.21% for DSF and SF group, respectively. Among three farmer groups, SFM obtained the highest grain yield increased after participating in the project by 23.7%, followed by the SF and DSF group increased by 18.0 and 15.3 %, respectively. The soil fertility of paddy fields for all three farmer groups (DSF, SFand SFM) before participating in the project was at a low level. However, the paddy soil fertility increased to a medium level after they participated in the project, compared to that with a low level for the GF group. The awareness and understanding aboutthe negative effect of rice straw open -burning on environment and soil fertility was significantly improvedamong farmers participating in the project. Burning rice straws to clear the fields after harvesting was most reduced by DSF group of 100.0%. This resulted in decreased air pollutionlevel from rice cultivation in these paddy fields of all farmer groups. Additionally, decrease in agricultural chemical hazard was found only in SFM group (66.7%).The rice cultural practices of DSF group provided higher population of predatory insects accounting for 57.1% whilethe population of pest insects was decreased by 22.22% in their paddy fields.
