The objectives of this research were as follows: 1) to explore the government expenditure and poverty in Thailand, Malaysia, and the Philippines. 2) to investigate the relationship between government expenditure and poverty in Thailand, Malaysia, and the Philippines. 3) to examine the causality between government expenditure and poverty in Thailand, Malaysia, and the Philippines. The analysis was conducted based on the panel data from 2002 to 2017. In terms of research methodology, the descriptive and quantitative analysis was adopted by employing the Panel Unit Root Test, the Panel Cointegration Test, and the Granger Causality Test. The study indicated that, from 2002 to 2017, Malaysia was the country with the highest average total government expenditure, and government expenditure on public health, education, and national defense. The Philippines was the country with the highest proportion poverty headcount ratio. The cointegration analysis showed that, the government expenditure, the government expenditure on public health, the government expenditure on education, and the government expenditure on national defense had no long-run equilibrium relationship with the poverty. According to the causality test, it was found that poverty was the cause of the government expenditure. Whereas government expenditure on public health was the cause of the poverty.
