Administrative Strategies for Development of Students According to the National Education Standards for Secondary Schools under the Office of the Basic Education Commission
Abstract:
The objectives of this research were 1) to study the current and desirable conditions of administrative strategies for development of students according to the National Education Standards for secondary schools under the Office of the Basic Education Commission; 2) to analyze strengths, weaknesses, opportunities, and threats in administrative strategies for development of students according to the National Education Standards for secondary schools under the Office of the Basic Education Commission ; and 3) to develop administrative strategies for development of students according to the National Education Standards for secondary schools under the Office of the Basic Education Commission. The research methodology was mixed-methods research. The sample group consisted of 331 secondary schools under the Office of the Basic Education Commission. The informants were school directors, deputy directors of academic administration groups or academic heads, heads of subject groups, heads of grades or heads of levels, and teachers, totaling 1,655 people. The research instruments and data collection methods were questionnaires, interview questions, assessment forms of the appropriateness and feasibility of the drafted strategy, and focus group discussions with experts. Quantitative data were analyzed using descriptive statistics, including frequency, percentage, Mean, standard deviation, and PNI-modified index. Qualitative data were analyzed using content analysis.
The findings from the research were as follows:
1) Concerning the current and the desirable conditions of the administration for the development of students according to the National Education Standards by the assessment of necessity, it was found that the highest PNImodified was the assessment and evaluation (PNImodified= 0.351), followed by budget management for the making of budget plans (PNImodified = 0.330), and the lowest PNImodified was human resource management for the development and improvement of teachers and educational personnel (PNImodified = 0.193). Considering the components of the National Education Standards, it was found that the component with the highest PNImodified was Innovative Co-creator for the society that is stable, wealthy, and sustainable (PNImodified = 0.313), followed by Active Citizen for peace (PNImodified = 0.304), and the lowest PNImodified was the component of morality, knowledge, and skills necessary for students(PNImodified = 0.253).
2) The strengths of school administration included personnel administration in promoting and developing teachers and educational personnel and academic administration in curriculum development. The weaknesses included academic administration in measurement and evaluation, budget administration in budget planning, academic administration in teaching management, and general administration in developing the administration and organization development system, in descending order. Concerning the components of the national education standards, it was found out that the characteristic of the co-creator of innovation was weakness, whilst morality, knowledge, and skills necessary for learners were strengths of school administration. The external environment in terms of technology was both an opportunity and a threat to general administration in the administration and organization development systems.
3) The strategy of school administration to develop students according to the National Education Standards for secondary schools under the Office of the Basic Education Commission consists of 4 main strategies, 14 sub-strategies, and 35 approaches: Main Strategy 1: to develop a measurement and evaluation system to enhance the characteristics of learners and innovative co-creators; Main Strategy 2: To develop a budget allocation approach to promote strong citizens who create innovations according to the shared values of society; Main Strategy 3: To develop the quality of learning management to create innovations as strong citizens with morality, necessary knowledge, and skills; and Main Strategy 4: To develop a management system that promotes the characteristics of learners to jointly create innovations.
