Management styles and strategies towards world class universities of Thai higher education institutions

Abstract: The objectives of this research are: (1) to examine the strategic driving processes among the four groups of the Thai higher education institutions to become the world-class universities, namely, the Thai researchfocused public universities, the Thai public universities, the Rajabhat universities, the Rajamangala universities, and the Thai private universities, (2) to investigate the problems arising from the strategic driving processes among the four groups, (3) to establish the problem solving guidelines for the strategic driving processes among the four groups, and (4) to find the appropriate model for driving strategies among the Thai higher education institutions. The study conducted the in-depth interview as the qualitative research method. The key informants from the eight universities in Bangkok and their vicinities includes 116 executives, practitioners, lecturers and students. Drawing on the strategic management framework by Fred R. David (2009), the present study applied the Delphi technique to find the appropriate model for the driving strategies among the Thai higher education institutions from the 17 Thai specialists. David's five strategies include the acquisition of executives, strategies and action plans, resource allocation, work system determination, organizational structure design, and the development of organizational culture. The results of the research show that all four groups of universities had set the similar direction towards becoming the world-class universities, but with different targets and expectations. The research-focused public universities have the clear targets of becoming the top universities in the world. The targets and expectation of the public universities are to upgrade the university's managements to the international or outstanding level in the ASEAN region. The Rajabhat universities, the Rajamangala universities, and the private universities expect to drive themselves to the international level, especially in terms of teaching and academic performances. The factors contributing to the different targets and expectations may be the unequal university costs in each group, the potential of personnel and students, networks, resources and budgets, etc. These differences also affect the driving processes of each university in various ways. The appropriate model for driving the strategies among the Thai higher education institutions during the COVID-19 pandemic consists of five main approaches. First, the guidelines for the acquisition of the executives, strategies and action plans are: establishing the recruiting system with the independent committee and the world-class university specialists; determining the qualifications of executives by focusing on a global vision, high morality and high management competency; determining the targets by focusing on being the world-class universities and the world leaders in sciences; implementing the action plans to achieve the tangible change. Second, the guidelines for resource allocation to create the expertises are: having high quality researches with integrated sciences and innovation for the world leaders in sciences; focusing on student/client benefits, personnel development, technology management and learning; creating network communication system; generating revenue/business models and share resources. Third, the guidelines for work system operation are developing the student's potentials in both national and international level, including research processes and innovative thinking, applying research to academic services for benefit of society and income generation, establishing technology system for administration, communication, knowledge management and the system for high-quality human resource development. Fourth, the guidelines for organizational structure design are: taking into account the system efficiency, flexibility and agility, reducing steps by disregarding the old tradition, integrating and cooperating between sectors with regular reviews and updates. Lastly, the guidelines for development of organizational culture are promoting morality and ethics, changing the way of thinking into the international mindset, working with a variety of people, and aiming for excellence and benefits for society.

Abstract: วัตถุประสงค์การวิจัยครั้งนี้คือ 1) เพื่อศึกษากระบวนการขับเคลื่อนยุทธศาสตร์สถาบันอุดมศึกษาไทย 4 กลุ่ม ได้แก่ มหาวิทยาลัยในกำกับของรัฐที่เป็นมหาวิทยาลัยวิจัย มหาวิทยาลัยในกำกับของรัฐที่ไม่ใช่มหาวิทยาลัยวิจัย มหาวิทยาลัยราชภัฏและมหาวิทยาลัยราชมงคล และมหาวิทยาลัยเอกชนเพื่อเข้าสู่การเป็นมหาวิทยาลัยชั้นนำระดับโลก 2) เพื่อศึกษาปัญหาจากกระบวนการขับเคลื่อนยุทธศาสตร์สถาบันอุดมศึกษาทั้ง 4 กลุ่ม เพื่อเข้าสู่การเป็นมหาวิทยาลัยชั้นนำระดับโลก 3) เพื่อศึกษาแนวทางแก้ปัญหาจากกระบวนการขับเคลื่อนยุทธศาสตร์สถาบันอุดมศึกษาไทยทั้ง 4 กลุ่ม เพื่อเข้าสู่การเป็นมหาวิทยาลัยชั้นนำระดับโลก และ 4) เพื่อค้นหารูปแบบที่เหมาะสมในการขับเคลื่อนยุทธศาสตร์สถาบันอุดมศึกษาไทยเพื่อเข้าสู่การเป็นมหาวิทยาลัยชั้นนำระดับโลก โดยใช้วิธีการศึกษาวิจัยเชิงคุณภาพการสัมภาษณ์เชิงลึก ผู้ให้สัมภาษณ์หลักของมหาวิทยาลัยในเขตกรุงเทพมหานคร และปริมณฑล จำนวน 8 แห่ง ประกอบด้วย ผู้บริหาร ผู้ปฏิบัติ อาจารย์ และนักศึกษา รวมทั้งสิ้น จำนวน 116 คน และใช้เทคนิคเดลฟาย ค้นหารูปแบบในการขับเคลื่อนยุทธศาสตร์สถาบันอุดมศึกษาไทยเพื่อเข้าสู่การเป็นมหาวิทยาลัยชั้นนำระดับโลกที่เหมาะสมจากผู้เชี่ยวชาญ 17 คน ตามกรอบแนวคิดการจัดการเชิงกลยุทธ์ของ Fred R. David ทั้ง 5 กลยุทธ์ ได้แก่ การได้มาซึ่งผู้บริหาร กลยุทธ์ และแผนดำเนินการ การจัดสรรทรัพยากร การกำหนดระบบ การออกแบบโครงสร้าง และการพัฒนาวัฒนธรรมองค์การ ผลการวิจัยพบว่า การขับเคลื่อนสถาบันอุดมศึกษาของไทยทั้ง 4 กลุ่ม ได้แก่ กลุ่มมหาวิทยาลัยในกำกับของรัฐที่เป็นมหาวิทยาลัยวิจัย กลุ่มมหาวิทยาลัยในกำกับของรัฐที่ไม่ใช่มหาวิทยาลัยวิจัย กลุ่มมหาวิทยาลัยราชภัฏและมหาวิทยาลัยราชมงคล และมหาวิทยาลัยเอกชน ใน 3 ประเด็นหลัก คือ (1) กระบวนการในการขับเคลื่อน (2) ปัญหาที่เกิดขึ้นจากการขับเคลื่อน และ (3) แนวทางการแก้ปัญหาที่พบ โดยมหาวิทยาลัยทั้ง 4 กลุ่ม มีการกำหนดทิศทางมุ่งไปสู่การเป็นมหาวิทยาลัยในระดับโลกเช่นเดียวกัน แต่พบว่ามีเป้าหมายและความคาดหวังที่แตกต่างกัน กล่าวคือ มหาวิทยาลัยในกำกับของรัฐที่เป็นมหาวิทยาลัยวิจัยมีเป้าหมายที่ชัดเจนในการก้าวไปสู่การเป็นมหาวิทยาลัยที่ติดอันดับต้นๆ ของโลก ส่วนมหาวิทยาลัยในกำกับของรัฐที่ไม่ใช่มหาวิทยาลัยวิจัยนั้น มีเป้าหมายและคาดหวังที่จะยกระดับการบริหารจัดการของมหาวิทยาลัยไปสู่ระดับสากล หรือมีความโดดเด่นในระดับภูมิภาคอาเซียน สำหรับมหาวิทยาลัยราชภัฏและ มหาวิทยาลัยราชมงคล รวมถึงกลุ่มมหาวิทยาลัยเอกชนนั้น มุ่งหวังที่จะขับเคลื่อนมหาวิทยาลัยไปสู่ระดับนานาชาติ โดยเฉพาะในพันธกิจด้านการเรียนการสอนการตั้งเป้าหมายและความคาดหวังที่แตกต่างนี้ อาจมาจากข้อจำกัดในต้นทุนของมหาวิทยาลัยในแต่ละกลุ่มซึ่งมีไม่เท่ากัน เช่น ศักยภาพของบุคลากร และ นักศึกษา เครือข่าย ทรัพยากร และงบประมาณ เป็นต้น อย่างไรก็ตาม ได้พบว่าด้วยเป้าหมายและความคาดหวังที่แตกต่างกันนี้ส่งผลต่อกระบวนการขับเคลื่อนมหาวิทยาลัยที่แตกต่างกันด้วยเช่นกัน
