Factors influencing existence of artisanal fishing in Bandon Bay, Suratthani province

Abstract: Nowadays, the way of artisanal fishing in Bandon Bay, Surat tani province has been decreasing from the past. The decrease is likely due to many factors which consist of internal factors that happen from the fisher folk themselves and external factors that are not caused by them. These factors directly affect artisanal fishing to be existing in the future. In this study aimed at finding both factors that likely have influences to the survival of artisanal fishing path in Bandon bay. The relation among factors was also analyzed. Questionnairres and semi-interviews were applied for collecting samples from 344 out of 1,204 artisanal fisher folk families , 42 out of 120 community leaders and 6 persons from the department of fisheries. Chi-Square and Binary Logistic Regression with SPSS 22 program were used to analyzed the quantitative results from artisanal fisher folk families and community leaders. The descriptive was used to analyze qualitative results from the representatives from the department of fisheries. The findings of the study indicated three of each internal and external factors have influenced to the survival of artisanal fishing path in Bandon Bay. Internal factors were (1) capability in transferring knowledge of artisanal fishing from generation to generation; (2) frequency of catching aquatic animals and (3) attitude about artisanal fishing conservation. External factors were (1) cancellaion of some local fishing equipment following the royal enactment in B.E. 2558; (2) waste water from industries and (3) prosperity of aquatic animal resources. The results were statistical significantly at confedential level of at least 95%. In addition, there were statistical significant relationship among the internal factors as well as the external factors, and between internal and external factors at condedential level of at least 95%. This quantitative results were associated with the qualitative results. In conclusion, the fisher folks in Bandon Bay had the perception that the internal and external factors would have influenced on the survival of artisanal fishing. However, the perception was in a positive way that artisanal fishing in Bandon Bay will be existing in the future. The findings of this study could be a key for setting up monitoring programs in Bandon Bay responsible by artisanal fishing communities in order to deal with further problems that might risk to the survival of artisanal fishing. Further suggestions based on the findings, these main factors should be continued studied in details such as point sources of wastewater from industries. Morevoer, this study could be applied in the future with other areas that have similar context to Bandon Bay.

Abstract: ในปัจจุบันวิถีการทำประมงพื้นบ้านในพื้นที่อ่าวบ้านดอน จังหวัดสุราษฎร์ธานี มีจำนวนลดลงเมื่อเปรียบเทียบกับในอดีตที่ผ่านมา โดยเป็นผลมาจากหลายปัจจัยร่วมกันทั้งที่เป็นปัจจัยภายในที่เกิดจากชาวประมงพื้นบ้านในพื้นที่อ่าวบ้านดอนเอง และปัจจัยภายนอกที่มีผลกระทบต่อวิถีการทำประมงในพื้นที่อ่าวบ้านดอน โดยบางปัจจัยมีความสัมพันธ์ซึ่งกันและกัน และส่งผลต่อการอยู่รอดของประมงพื้นบ้านในพื้นที่อ่าวบ้านดอน การศึกษาครั้งนี้จึงมีวัตถุประสงค์เพื่อหาปัจจัยที่อาจส่งผลกระทบต่อการอยู่รอดของประมงพื้นบ้านในพื้นที่อ่าวบ้านดอน และหาความสัมพันธ์ซึ่งของปัจจัยดังกล่าว โดยใช้วิธีให้ตอบแบบสอบถามกึ่งสัมภาษณ์ผู้นำจากครัวเรือนชาวประมงพื้นบ้านในอ่าวบ้านดอน มีจำนวนกลุ่มตัวอย่าง 344 ครัวเรือน จากประชากร 1,204 ครัวเรือน เพื่อให้ได้ผลลัพธ์เชิงปริมาณ และจากการสัมภาษณ์เชิงลึกกลุ่มผู้นำชุมชนจำนวน 42 คน จากจำนวนผู้นำชุมชนทั้งหมด 120 คน และประมงอำเภอจำนวน 6 คน จากจำนวนประมงอำเภอทั้งหมด 6 คน เพื่อให้ได้ผลลัพธ์เชิงคุณภาพ การวิเคราะห์ข้อมูลเชิงปริมาณใช้สถิติไคสแควร์ (Chi-Square Test) และการวิเคราะห์การถดถอยโลจิสติคแบบทวิ (Binary Logistic Regression) ด้วยโปรแกรมสถิติสำเร็จรูป SPSS 22 พบว่า ปัจจัยภายในและภายนอกมีอย่างละ 3 ปัจจัยที่ส่งผลมากที่สุดอย่างมีนัยสำคัญทางสถิติต่อการอยู่รอดของประมงพื้นบ้านในอ่าวบ้านดอน โดยปัจจัยภายในประกอบด้วย (1) ความสามารถในการถ่ายทอดความรู้เกี่ยวกับการทำประมงจากรุ่นสู่รุ่น (2) ความถี่ของการจับสัตว์น้ำ (3) ทัศคติเกี่ยวกับการอนุรักษ์ประมงพื้นบ้าน และปัจจัยภายนอกประกอบด้วย (1) การประกาศยกเลิกการใช้เครื่องมือประมงตามพระราชกาหนดการประมง พ.ศ.2558 ได้แก่ โพงพาง อวนลาก อวนรุน รั้วไซมาน ลี่ ลอบพับได้ (ไอ้โง่) (2) น้ำเสียจากโรงงานอุตสาหกรรม และ (3) ความอุดมสมบูรณ์ของทรัพยากรสัตว์น้ำ ที่ระดับความเชื่อมั่นอย่างน้อย 95% และพบว่ามีความสัมพันธ์เกิดขึ้นทั้งระหว่างปัจจัยภายในและปัจจัยภายนอกด้วยกันเอง รวมถึงพบความสัมพันธ์ระหว่างปัจจัยภายในกับภายนอกอย่างมีนัยสำคัญทางสถิติที่ระดับความเชื่อมั่นอย่างน้อย 95% และยังสอดคล้องกับผลลัพธ์เชิงคุณภาพจากการให้สัมภาษณ์ของผู้นำชุมชนและประมงอำเภอ การศึกษาครั้งนี้จึงสรุปได้ว่าในอนาคตการทำประมงพื้นบ้านในอ่าวบ้านดอนจะสามารถอยู่รอดได้ โดยปัจจัยภายในและภายนอกที่อาจส่งผลต่อการอยู่รอดของประมงพื้นบ้านนั้นควรนำไปใช้ประโยชน์ในการติดตามตรวจสอบเพื่อหาแนวทางในการรับมือกับผลกระทบต่างๆ ในอนาคตที่อาจเกิดขึ้นกับวิถีประมงพื้นบ้านในพื้นที่อ่าวบ้านดอนต่อไป และควรนำไปขยายผลเพื่อศึกษาเพิ่มเติมในพื้นที่ที่มีบริบทใกล้เคียงกับอ่าวบ้านดอนต่อไป
