Abstract: โครงการวิจัย“ความพร้อมและศักยภาพการพัฒนาการบริหารเทศบาลนครเกาะสมุยเพื่อ รองรับการยกระดับเป็นองค์กรปกครองส่วนท้องถิ่นรูปแบบพิเศษ : ข้อเสนอแนวทางการจัดตั้งนครเกาะ สมุย” มีวัตถุประสงค์เพื่อทบทวนบริบทและขอบข่ายการพัฒนาการบริหารเทศบาลนครเกาะสมุย ศึกษา ความพร้อมและศักยภาพของเทศบาลนครเกาะสมุยต่อการยกระดับเป็นองค์กรปกครองส่วนท้องถิ่น รูปแบบพิเศษ เพื่อหาแนวทางที่เหมาะสมในการยกระดับเทศบาลนครเกาะสมุยเป็นนครเกาะสมุย ใช้วิธี วิจัยเชิงปริมาณ (Quantitative Research) เป็นเครื่องมือในการวิจัยเป็นหลักร่วมกับการวิจัยเชิงคุณภาพ (Qualitative Research) ผลการศึกษาพบว่า เทศบาลนครเกาะสมุยยังจ าเป็นต้องพึ่งพางบประมาณ สนับสนุนจากภาครัฐในการด าเนินกิจการบางประเภท และขาดอ านาจในการจัดการท้องถิ่นที่เหมาะสม ปัจจัยเหล่านี้ทำให้เทศบาลนครเกาะสมุยไม่สามารถแสดงศักยภาพของตนเองได้อย่างเต็มที่ แนวทางใน การขับเคลื่อนเพื่อยกระดับเทศบาลนครเกาะสมุยเป็นองค์กรปกครองส่วนท้องถิ่นรูปแบบพิเศษมี ดังต่อไปนี้ 1) เทศบาลนครเกาะสมุยควรยกระดับกลยุทธ์เชิงปฏิบัติการเพื่อแก้ไขปัญหาด้าน สาธารณูปโภคและด้านสิ่งแวดล้อมที่ปรากฏในพื้นที่เกาะสมุย เพื่อสะท้อนให้รัฐบาลกลางเห็นถึงขีด ความสามารถในการจัดการตนเองของเทศบาลนครเกาะสมุย 2) ร้องขอให้รัฐบาลกลางทบทวนหลักการในร่างพระราชบัญญัติระเบียบบริหารราชการนครสมุย พ.ศ. .... ที่นำเสนอโดยนายสฤษฏ์พงษ์ เกี่ยวข้อง สมาชิกสภาผู้แทนราษฎรกับคณะ โดยแสดงให้เห็นถึงศักยภาพของเทศบาลนครเกาะสมุยว่ามีความพร้อมในการยกระดับเป็นเขตปกครองท้องถิ่นรูปแบบ พิเศษ พร้อมทั้งใช้กลยุทธ์ขบวนการเคลื่อนไหวทางสังคมจากภาคประชาชนทั้งในและนอกพื้นที่ แสดงเจตนารมย์ของประชาชนเพื่อให้เกิดผลต่อการตัดสินใจของรัฐบาลกลางอันจะนำไปสู่โอกาสในการเปลี่ยนแปลงเป็นนครเกาะสมุยต่อไป

Abstract: The research project "Readiness and Potential for Developing Municipal Administration of Koh Samui Municipality to Support the Upgrading to a Special Local Government Organization: Proposal for the Establishment of Koh Samui City" aims to review the context and scope of the development of municipal administration in Koh Samui Municipality. It aims to study the readiness and potential of Koh Samui Municipality for upgrading to a special form of local government organization. The objective is to find appropriate strategies for upgrading Koh Samui Municipality to Koh Samui City. The research methodology includes quantitative research as the primary tool, along with qualitative research. The study found that Koh Samui Municipality still needs state support to carry out certain types of activities and lacks the capability to manage local affairs effectively. These factors prevent Koh Samui Municipality from fully demonstrating its potential. The strategies to drive Koh Samui Municipality's upgrade to a special form of local government organization include the following: 1) Koh Samui Municipality should elevate operational strategies to address public utilities and environmental issues evident in the Koh Samui area. This is to showcase to the central government the municipality's capability to manage itself effectively. 2) Request a review by the central government of the principles outlined in the draft of the Koh Samui Municipal Administration Act, B.E. ..., proposed by Mr. Sutthipong, a member of the Representative Council and related parties. This should demonstrate the potential of Koh Samui Municipality and its readiness to upgrade to a special form of local government organization. Additionally, utilize social mobilization strategies involving both local and external stakeholders to express public intentions, aiming to influence the central government's decision-making towards the opportunity for transitioning to Koh Samui City in the future
