An adaptive requirement elicitation framework for state enterprises of Thailand
Abstract:
Thailand has a master plan for promoting the digital economy, transforming
government services and management to digital government, and dealing with
disruptive technology. Practical solutions to achieve software project implementation
are one of the critical components of this plan. Successful software projects not only
help serve user's businesses but also gain economic value for the country. The State
Enterprises of Thailand have different characteristics and organizational cultures from
those of the business sector as they were established by its specific Act, and operate
their procurement processes under the Public Procurement and Supplies Administration
Act. Consequently, any system or software project undertaken within this context must
adapt to comply with these legislative requirements. In software engineering,
Requirement Engineering (RE) is an essential factor that can lead to a project's success
or failure, as it determines whether the software delivery is closely aligned with the
user's requirements. RE activities involve requirement elicitation, analysis, negotiation,
system modeling, requirement specification, requirement validation, and requirement
management, considering that eliciting requirements is the foremost activity that
conveys the user expectations to the subsequent activities and a prerequisite phase to
govern the quality requirements to the successive stages of software engineering.
Therefore, this research aims to propose and validate the usability of an adaptive
requirement elicitation framework for State Enterprises of Thailand as well as the tools
that were supported while applying this developed framework. To develop a flexible
and adaptable framework, the researcher applied mixed-methods research by
commencing a study on the challenges and difficulties of the requirement elicitation
phases, the success factors, and solutions from the literature review and real-life
projects. In terms of effectiveness, the researcher discovered that communication,
culture, stakeholder, and competency play a significant role in requirement elicitation
and selecting adaptive requirement elicitation techniques. Consequently, these five
components were incorporated into the developed framework. The testing and
validation are carried out through the case studies and technology acceptance features.
