Decoding drug issue and rethinking drug law in Myanmar
Abstract:
The drug problem in Myanmar has long historical and political roots. By way of background, there are three key components in the drug problem of Myanmar such as opium cultivation, heroin production and amphetamine-type stimulants (ATS) production (also known as synthetic drugs). The first segment of opium cultivation is mostly engaged by the local ethnic population and is also regarded as a cash crop for their socio-economic livelihoods. Second, heroin production is mainly produced in Shan State, where a number of ethnic armed organisations and government-backed militia and border guard forces (BGF) also exist. Then, at third, the production of ATS began in Thailand in the years of 1990, and gradually, it was conducted and boomed in Myanmar and other neighbouring countries. This research report has explored and decoded the integral parts of the drug problem in Myanmar while analysing through the two lenses of Complexity Theory (CT) and Causal Layered Analysis (CLA). Finally, some feasible and critical recommendations are also provided for positive policy changes in the country.
