Exploring the problems and needs of officials in the Office of Policy and Planning, Ministry of Defence, in regard to enhancing their English skills
Abstract:
This study investigates problems and needs in English skills among Thai defence officials in the Office of Policy and Planning (OPP), aiming to identify ways to enhance their English proficiency. In this quantitative study, a questionnaire was employed to survey 84 officials across 12 departments within the OPP. The questionnaire covered topics including general information, English language background, problems and needs in English skills for work, and suggestions for improvement. The findings revealed that speaking was identified as the most problematic and needed skill for their work. Respondents reported that speaking in the context of their duties was the most challenging activity, while speaking in general conversations was deemed the most necessary for their work. In addition to identifying problems and needs, the results also provide guidelines for developing an effective and suitable English language course for the officials. Courses provided by foreign military organizations were preferred. However, these courses require the presence of a Thai teacher in the classroom. In terms of scheduling, officials expressed a preference for flexible classes lasting two hours, scheduled two to three days per week. The results of this study offer practical recommendations for Training and Education Section officials to consider when designing English courses suitable for Thai defence officials in the OPP. Additionally, the study provides valuable insights for external English instructors, helping them better understand the learning needs of the OPP officials.
