Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์กลยุทธ์การบริหารสถานศึกษาเพื่อพัฒนาทักษะแห่งอนคตโรงเรียนประถมศึกษา 2) พัฒนากลยุทธ์การบริหารสถานศึกษาเพื่อพัฒนาทักษะ แห่งอนคตโรงเรียนประถมศึกษาขนาดเล็ก จังหวัดร้อยเอ็ด และ 3) ประเมินกลยุทธ์การบริหารสถานศึกษาเพื่อพัฒนาทักษะแห่งอนคตประถมศึกษาขนาดเล็ก จังหวัดร้อยเอ็ด โดยใช้การวิจัยแบบประสานวิธี การวิจัยแบ่งเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการกลยุทธ์การบริหารสถานศึกษาเพื่อพัฒนาทักษะแห่งอนคต ของนักเรียนระดับประถมศึกษาโรงเรียนขนาดเล็ก จังหวัดร้อยเอ็ด กลุ่มตัวอย่าง ได้แก่ โรงเรียนประถมศึกษาขนาดเล็กในจังหวัดร้อยเอ็ด ปีการศึกษา 2566 จำนวน 234 โรงเรียน กำหนดขนาดของกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ยามาเน่ ที่ความคลาดเคลื่อนร้อยละ 95 ได้มาโดยการสุ่มแบบแบ่งชั้นอย่างเป็นสัดส่วนตามเขตพื้นที่การศึกษา การเลือกกลุ่มตัวอย่างได้มาโดยการจับสลาก ผู้ให้ข้อมูลเป็นผู้อำนวยการโรงเรียน หรือ รักษาการผู้อำนวยการโรงเรียน จำนวน 117คน และ ครูในโรงเรียนเดียวกันกับผู้อำนวยการโรงเรียน หรือ รักษาการผู้อำนวยการโรงเรียน จำนวน 117 คน ระยะที่ 2 การการพัฒนากลยุทธ์การบริหารสถานศึกษาเพื่อพัฒนาทักษะแห่งอนคตที่จำเป็นของนักเรียนระดับประถมศึกษาไปใช้ในโรงเรียนขนาดเล็ก จังหวัดร้อยเอ็ด และระยะที่ 3 ประเมินกลยุทธ์โดยผู้ทรงคุณวุฒิ จำนวน 9 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีลำดับความต้องการจำเป็นแบบปรับปรุง ผลการวิจัยพบว่า 1. สภาพปัจจุบันการจัดการเรียนการสอนตามหลักสูตรฐานสมรรถนะ โดยรวมและรายด้าน อยู่ในระดับมาก ส่วนสภาพที่พึงประสงค์ทั้งโดยรวมและรายด้านอยู่ในระดับมากที่สุด ความต้องการจำเป็นในการพัฒนาจากมากไปหาน้อย 3 ลำดับแรก คือ การกำหนดกลยุทธ์โรงเรียน การกำหนดทิศทางของโรงเรียน และ การประเมินกลยุทธ์ของโรงเรียน 2. การพัฒนากลยูทธ์ ประกอบด้วย 6 ขั้นตอน ได้แก่ การวางแผนกลยุทธ์ การประเมินสภาพแวดล้อม การกำหนดทิศทาง การกำหนดกลยุทธ์ การปฏิบัติตามกลยุทธ์ และการประเมินกลยุทธ์ 3. การประเมินกลยุทธ์มีผลการประเมินความเหมาะสม และความเป็นไปได้ โดยรวม อยู่ในระดับมากที่สุด

Abstract: This research objectives were: 1) to analyze school management strategies to develop future skills for small size primary schools; 2) to develop management strategies to develop future skills for small size primary schools in Roi Et province; and 3) to evaluate management strategies to develop future skills for small size primary schools in Roi Et province. Mixed methods research was employed. The research divided into three phases: The 1st phase was exploring the existing and desirable situations of development for management strategies to develop future skills for small size primary schools in Roi Et province. Data were collected from the samples, consisting of 234 small size schools in Roi Et province in 2023 academic year. Sample size was determined using Taro Yamane's formula. at a tolerance of 95 percent; obtained by random sampling, stratified proportionally according to educational area. The sample was selected by drawing lots. The informants were 117 school directors or acting school directors, and 117 teachers in the same school. The 2nd phase was management strategies to develop future skills for small size primary schools in Roi Et province; and 3rd phase was evaluated the management strategies by 9 experts. The research instruments were components and indicators evaluation form, existing and desirable situations questionnaire, interview form, and program evaluation form. Statistics used in analyzing data were mean, standard deviation, and modified priority needs index. The research results were: 1 present conditions in overall were at a high level, desirable conditions in overall were at the highest level. And the first three highest need for strategic management of small primary schools were the school strategy formulation, setting school direction and evaluating school strategies. 2. The development of strategic management model of strategic management of the small primary schools in Roi Et province consisted of 6 steps: strategic planning, environmental assessment, setting direction, strategy determination, strategy compliance, and strategy evaluation, and 3) The strategy evaluation to find propriety and feasibility in overall were at the highest level.
