Abstract:
Today's military organization's digital competencies are critical to operations in the age of rapid digital transformation. This research is considered descriptive research. The study's objectives were: 1) to synthesize digital performance indicators of military organizations; 2) to explore the multilevel components of military organization digital performance; and 3) to examine the empirical consistency of the components for multilevel digital competencies of military organizations. The research samples, operational personnel in military organizations under the Ministry of Defense, included 50 agencies, 860 people for survey component analysis, and 863 subjects for multilevel confirmatory factor analysis. The military organization's digital performance test was a tool consisting of two parts, including basic information about the respondents' personnel and the military organization's digital competency form, with 69 questions. The data were analyzed by IBM SPSS Statistics 22 and MPlus6 programs. (1) Digital performance indicators of military organizations, consisting of sixteen indicators, namely: 1) Integrated digital technology equipment deployment planning; 2) Digital data retrieval 3) Data reliability assessment; 4) Basic Technology implementation; 5) Troubleshooting Using Digital Technology 6) Corporate Intranet Implementation 7) Cyber Confidentiality; 8) Military Digital File Management; 9) Operational Case Access to Digital Files Onsite 10) Military Database Management; 11) Remote Digital Media for Military Communication 12) Digital Presentation of Military Information 13) Creating a Digital Work Environment; 14) Awareness of Cybersecurity; 15) Maintaining etiquette in a digital society; 16) Attitude toward using digital technology in the organization. (2) Multilevel exploratory factors of military organization digital competency There are 3 models: 1) 4 Within factors and 1 between factors 2) 4 Within factors and 2 between factors 3) 4 Within factors and 3 between factors. The selected model is 4 Within factors and 2 between factors. This model fits the consistency index better than others. and the composition makes sense. (3) The multilevel confirmatory factors of military organizations digital competency, which consists of the within level for a total of four factors and two factors of between level, as follows within-level factors including: 1) The professional use of digital technology with seven indicators by planning for the use of integrated digital technology devices; retrieving information, assessing the credibility of information; the early use of technology; solving problems using digital technology; using the corporate intranet; managing the military digital file ; 2) Critical Use of Social Media for Cyber Security Awareness Maintaining etiquette in a digital society ; 3) The right and authority to access information, which consists of two indicators: accessing digital files when working outside and military database management; 4) Remote presentation of information, concluding with three indicators: The use of long-distance digital media for communication, the digital presentation of information, creating a digital environment for work, and between-level factors: 1) Using digital technology with critical expertise, there are 12 indicators, which are the following: integrated digital technology device deployment planning, retrieving information, assessing the credibility of information, early use of technology, and solving problems using digital technology, military digital file management Cyber Secrecy Cyber Security Awareness, maintaining etiquette in a digital society, attitude towards the use of digital technology in the organization, the use of long-distance digital media for communication, and the creation of a digital environment for work. 2) Rights and authority to access information for decision support in order to access digital files in the case of working in the field with military database management, and the digital presentation of information. The multilevel confirmatory factor model was consistent with the empirical data ( χ2 = 911.101 ,df = 201, RMSEA = .045, CFI = .909, TLI = .892, SRMRw = .048, SRMRb = .087, AIC = . 33430, BIC = 33904).
