Abstract:
This research is written with its main purpose of 1) Analyzing the community peoples competencies and Community context for low carbon tourism development in Designated Area of Koh-Mak Community. 2) Analyzing the need assessment of community people for low carbon tourism development in Designated Area of Koh-Mak Community. And 3) Synthesizing the conclusion of guidelines for enhancement of community peoples competencies for low carbon tourism development. The research methodologies were A Mixed Methods Research where the integration of qualitative research and quantitative research conducted compacted results. Qualitative part was contributed by 15 of Koh-Mak Community key informants consisting of community leaders, community people, government officer and entrepreneurs, and 384 questionnaires for the Quantitative part. Data were analyzed and synthesized from both qualitative method of analyzing which are typological analysis, inductive analysis, and content analysis, and the quantitative method of analyzing are descriptive statistics namely, frequency, percentage, mean, and standard deviation. The findings are 5 core competencies leading to Low Carbon Tourism Development which are 1) community peoples skills 2) community peoples knowledge 3) Community peoples participating 4) community peoples planning and 5) community peoples controlling. Also, the total of 24 functional competencies, within the community context and the core competencies of community people are found to be enhanced for a further development of Low Carbon Tourism. The current need assessment shown that core competencies of community people rated the highest was on community peoples controlling (x = 2.84), community peoples knowledge (x = 2.76), community peoples planning ( x = 2.66), community peoples participation (x = 2.66), and community peoples skills (x = 2.55) respectively. The expected need assessment for Low Carbon Tourism Development in Koh-Mak Community are community peoples knowledge (x = 4.91), community peoples skills ( x= 4.74), community peoples planning (x = 4.62), community peoples controlling (x = 4.55) and community peoples participation ( x= 4.47) respectively. As a result, The Guidelines for Enhancement of Community Peoples Competencies for Low Carbon Tourism Development concluded into 5 Guidelines: 1) Low Carbon Tourism Managerial Knowledge Development. 2) Low Carbon Tourism Attitude and Skills in practical for Low Carbon Tourism Development. 3) Low Carbon Tourism Planning and Implementing on Environment Aspects. 4) Low Carbon Tourism Standards Controlling and Following, and 5) Low Carbon Tourism Enhancing and Participating from Community People, Entrepreneurs, and Government/Organization. These guidelines are the essential tools to enhance the competence of community people whereas the competencies are able to build, to practice, to acknowledge, and to be a sustainable use to different areas as they were originated from Community Peoples Competencies.
