Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์บริบทและสมรรถนะของคนในชุมชนเกาะหมากที่นำมาใช้ในการพัฒนาการท่องเที่ยวคาร์บอนต่ำ 2) วิเคราะห์ความต้องการจำเป็นของคนในชุมชนเกาะหมากที่นำมาใช้ในการพัฒนาการท่องเที่ยวคาร์บอนต่ำ และ 3) นำเสนอแนวทางการเสริมสร้างสมรรถนะของคนในชุมชนเกาะหมากที่นำมาใช้ในการพัฒนาการท่องเที่ยวคาร์บอนต่ำ การวิจัยครั้งนี้เป็นการวิจัยแบบผสมวิธี กล่าวคือ ใช้การวิจัยเชิงคุณภาพและการวิจัยเชิงปริมาณ พื้นที่ที่ศึกษา คือ พื้นที่เกาะหมาก ซึ่งเป็นส่วนหนึ่งของพื้นที่หมู่เกาะช้างและพื้นที่เชื่อมโยง จังหวัดตราด ผู้ให้ข้อมูลสำคัญ ประกอบด้วย กลุ่มผู้นำ ชุมชนเกาะหมาก เจ้าหน้าที่ภาครัฐ และผู้ประกอบการ จำนวน 15 ราย และผู้ตอบแบบสอบถามจำนวน 384 ราย การวิเคราะห์ข้อมูลเชิงคุณภาพ ใช้วิธีจำแนกชนิดข้อมูล การวิเคราะห์เนื้อหา และการสร้างข้อสรุปแบบอุปนัย ส่วนข้อมูลเชิงปริมาณ วิเคราะห์ผลด้วยสถิติเชิงพรรณนา ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า บริบทและสมรรถนะของคนในชุมชนที่นำมาใช้ในการพัฒนาการท่องเที่ยวคาร์บอนต่ำของชุมชนเกาะหมาก ประกอบด้วย 5 สมรรถนะหลัก ดังนี้ 1) ทักษะของคนในชุมชน 2) ความรู้ของคนในชุมชน 3) การมีส่วนร่วมของคนในชุมชน 4) การวางแผนของคนในชุมชน และ5) การควบคุมของคนในชุมชน โดยมีสมรรถนะย่อยของคนในชุมชนที่อยู่ภายใต้บริบท ที่นำไปใช้ในการพัฒนาการท่องเที่ยวคาร์บอนต่ำ ทั้งสิ้น 24 สมรรถนะย่อย ความต้องการจำเป็นที่มีอยู่ในปัจจุบันที่นำมาใช้ในการพัฒนาการท่องเที่ยวคาร์บอนต่ำของชุมชนเกาะหมาก เรียงลำดับรายด้าน ดังนี้ ด้านการควบคุมของคนในชุมชน (x = 2.84) ด้านความรู้ของคนในชุมชน ( x= 2.76) ด้านการวางแผนของคนในชุมชน (x = 2.66) ด้านการมีส่วนร่วมของคนในชุมชน (x = 2.66) และด้านทักษะของคนในชุมชน (x = 2.55) และความต้องการจำเป็นที่คาดหวังในการพัฒนาการท่องเที่ยวคาร์บอนต่ำของชุมชนเกาะหมาก เรียงลำดับรายด้าน ดังนี้ ด้านความรู้ของคนในชุมชน (x = 4.91) ด้านทักษะของคนในชุมชน (x = 4.74) ด้านการวางแผนของคนในชุมชน (x = 4.62) ด้านการควบคุมของคนในชุมชน (x = 4.55) และด้านการมีส่วนร่วมของคนในชุมชน (x = 4.47) แนวทางการเสริมสร้างสมรรถนะของคนในชุมชนเพื่อการพัฒนาการท่องเที่ยวคาร์บอนต่ำของชุมชนเกาะหมาก ประกอบด้วย 5 แนวทาง ดังนี้ แนวทางที่ 1 การพัฒนาความรู้ที่เกี่ยวกับการจัดการการท่องเที่ยวคาร์บอนต่ำ แนวทางที่ 2 การพัฒนาทักษะและทัศนคติของคนในชุมชนในการปฏิบัติงานเพื่อการพัฒนาการท่องเที่ยวคาร์บอนต่ำ แนวทางที่ 3 การพัฒนาการวางแผนและปฏิบัติตามแนวทางการท่องเที่ยวคาร์บอนต่ำเพื่อการรักษาสิ่งแวดล้อม แนวทางที่ 4 การพัฒนาการควบคุมการปฏิบัติตามขั้นตอนมาตรฐานการจัดการการท่องเที่ยวคาร์บอนต่ำ และแนวทางที่ 5 การพัฒนาการมีส่วนร่วมในการปฏิบัติงานและการพัฒนาร่วมกันได้อย่างมีประสิทธิภาพ แนวทางข้างต้นเป็นกลไกสำคัญในการพัฒนาการท่องเที่ยวคาร์บอนต่ำของชุมชนเกาะหมากด้วยการพัฒนาสมรรถนะหลัก และสมรรถนะย่อยของคนในชุมชน เข้าใจบทบาทและหน้าที่ของตน ทั้งยังสามารถ สื่อสาร ถ่ายทอด ฝึกฝน และปฏิบัติอย่างต่อเนื่อง นำไปเป็นต้นแบบแนวทางให้กับเขตพื้นที่อื่นได้อย่างมีประสิทธิภาพ เนื่องจากทุกพื้นที่ประกอบด้วยคน และสมรรถนะของคนสามารถเสริมสร้างได้จากบริบทและความร่วมมือของชุมชนเอง ก่อให้เกิดเป็น “สมรรถนะของคนในชุมชน” เพื่อการพัฒนาที่ยั่งยืนต่อไป

Abstract: This research is written with its main purpose of 1) Analyzing the community people’s competencies and Community context for low carbon tourism development in Designated Area of Koh-Mak Community. 2) Analyzing the need assessment of community people for low carbon tourism development in Designated Area of Koh-Mak Community. And 3) Synthesizing the conclusion of guidelines for enhancement of community people’s competencies for low carbon tourism development. The research methodologies were A Mixed Methods Research where the integration of qualitative research and quantitative research conducted compacted results. Qualitative part was contributed by 15 of Koh-Mak Community key informants consisting of community leaders, community people, government officer and entrepreneurs, and 384 questionnaires for the Quantitative part. Data were analyzed and synthesized from both qualitative method of analyzing which are typological analysis, inductive analysis, and content analysis, and the quantitative method of analyzing are descriptive statistics namely, frequency, percentage, mean, and standard deviation. The findings are 5 core competencies leading to Low Carbon Tourism Development which are 1) community people’s skills 2) community people’s knowledge 3) Community people’s participating 4) community people’s planning and 5) community people’s controlling. Also, the total of 24 functional competencies, within the community context and the core competencies of community people are found to be enhanced for a further development of Low Carbon Tourism. The current need assessment shown that core competencies of community people rated the highest was on community people’s controlling (x = 2.84), community people’s knowledge (x = 2.76), community people’s planning ( x = 2.66), community people’s participation (x = 2.66), and community people’s skills (x = 2.55) respectively. The expected need assessment for Low Carbon Tourism Development in Koh-Mak Community are community people’s knowledge (x = 4.91), community people’s skills ( x= 4.74), community people’s planning (x = 4.62), community people’s controlling (x = 4.55) and community people’s participation ( x= 4.47) respectively. As a result, The Guidelines for Enhancement of Community People’s Competencies for Low Carbon Tourism Development concluded into 5 Guidelines: 1) Low Carbon Tourism Managerial Knowledge Development. 2) Low Carbon Tourism Attitude and Skills in practical for Low Carbon Tourism Development. 3) Low Carbon Tourism Planning and Implementing on Environment Aspects. 4) Low Carbon Tourism Standards Controlling and Following, and 5) Low Carbon Tourism Enhancing and Participating from Community People, Entrepreneurs, and Government/Organization. These guidelines are the essential tools to enhance the competence of community people whereas the competencies are able to build, to practice, to acknowledge, and to be a sustainable use to different areas as they were originated from “Community People’s Competencies”.
