Ethical leadership of school administrators of institute of vocational education : central region 1 under the office of vocational education commission
Abstract:
This research aimed to: 1 ) investigate the Priority Needs Index of ethical
leadership of school administrators of Institute of Vocational Education: Central Region
1 under the Office of Vocational Education Commission, and 2) explore the practical
approach of ethical leadership of school administrators of Institute of Vocational
Education: Central Region 1 under the Office of Vocational Education Commission.
The research sample consisted of 269 teachers under the Institute of Vocational
Education: Central Region 1. The key informants included eight school administrators of
the Institute of Vocational Education: Central Region 1. The instruments were questionnaires
and interview forms. To analyze the data, the researcher conducted the statistics
consisting of frequency, percentage, mean, standard deviation, Priority Needs Index
(PNI[subscript Modified]), and the content analysis for the qualitative study.
The research result revealed that: 1) in an overview, the current conditions of
ethical leadership of school administrators of Institute of Vocational Education: Central
Region 1 under the Office of Vocational Education Commission showed a high level. The
overall desirable condition was at the highest level. 2) The practical approach of ethical
leadership of school administrators included five areas. (1) Justice: School administrators
should perform their duties based on the Office of Vocational Education Commission
Regulations on Administration of Educational Institutions 2009, with their subordinates being
equally protected. (2) Integrity: School administrators should demonstrate honesty both
physically and mentally towards oneself and others in the performance. They should
perform duties with integrity by the law, honesty, not deceitful, keep promise, disclosure, and transparency. (3) Trust: School administrators should be ready to confront the risks in
the management with trustworthy. They must analyze both external and internal risks that
may affect the institution management, including providing a risk management plan,
monitoring and evaluating the planned performance. (4) Respect: School administrators
should accept the individual differences of subordinates, treating their subordinates equally,
supporting and delegating tasks by their abilities and aptitudes, and creating harmony
between personnel. (5) Accountability: School administrators must admit mistakes in their
performance to express responsibility for work, analyze and improve errors, adjust work
methods, seek advice from experienced people, for the successful operation of the
educational institution by the goals.
