Abstract: สารนิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัยขององค์การบริหารส่วนจังหวัดเชียงใหม่ 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัยขององค์การบริหารส่วนจังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัยขององค์การบริหารส่วนจังหวัดเชียงใหม่ วิธีการดำเนินการวิจัยการวิจัยแบบผสานวิธี (Mixed Methods Research) ระหว่าง การวิจัยเชิงปริมาณ (Quantitative Research) โดยใช้กลุ่มตัวอย่างในการวิจัย คือ กลุ่มประชาชนในพื้นที่องค์การบริหารส่วนจังหวัดเชียงใหม่ จำนวน ๔๐๐ คน ซึ่งได้มาโดยทำการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ใช้ในการวิจัยมีการหาคุณภาพ วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าเอฟ (F-test) วิเคราะห์ข้อมูลแบบสอบถามโดยโปรแกรมสําเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ สถิติที่ใช้คือ ค่าความถี่ ค่าร้อยละค่าเฉลี่ย (x̅) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และระเบียบวิจัยเชิงคุณภาพ (Qualitative Research) โดยผู้ให้ข้อมูลสําคัญ คือ ตัวแทนนักวิชาการด้านพระพุทธศาสนา จำนวน 1 รูป กลุ่มผู้บริหารระดับสูงขององค์การบริหารส่วนจังหวัดเชียงใหม่ จำนวน 2 คน กลุ่มผู้บริหารระดับปฏิบัติการขององค์การบริหารส่วนจังหวัดเชียงใหม่ จำนวน 2 คน นักวิชาการด้านรัฐประศาสนศาสตร์ จำนวน 1 คน ประชาชนในพื้นที่องค์การบริหารส่วนจังหวัดเชียงใหม่ จำนวน 3 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสัมภาษณ์ วิเคราะห์ข้อมูลแบบสัมภาษณ์โดยใช้เทคนิคการวิเคราะห์เนื้อหา (Content Analysis Technique) ผลการวิจัยพบว่า 1. ระดับการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัยขององค์การบริหารส่วนจังหวัดเชียงใหม่ ได้แก่ หลักอปริหานิยธรรม โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.61, S.D. = 0.711) และการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัย ทั้ง 4 ด้าน โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.60, S.D. = 0.713) 2. เปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัยขององค์การบริหารส่วนจังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล พบว่าประชาชนที่มีเพศ อายุ ระดับการศึกษา อาชีพ และรายได้ ต่างกัน มีความคิดเห็นต่อการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัยขององค์การบริหารส่วนจังหวัดเชียงใหม่ โดยภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย 3. ปัญหา อุปสรรค เกี่ยวกับการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัยขององค์การบริหารส่วนจังหวัดเชียงใหม่ พบว่า ขาดการมีส่วนร่วมในการใช้สิ่งก่อสร้างหรือโครงสร้างทางกายภาพเพื่อลดหรือหลีกเลี่ยงผลกระทบของภัยที่อาจเกิดขึ้น ขาดการมีส่วนร่วมออกกฎระเบียบ ข้อบังคับการก่อสร้าง การกำหนดการใช้ประโยชน์ที่ดินการแบ่งเขตและการวางแผนพัฒนาพื้นที ขาดการมีส่วนร่วมในการสำรวจจุดเสี่ยงภัย ภายในชุมชน และเตรียมกำลังคน เครื่องจักรให้พร้อมใช้งานอยู่เสมอ และข้อเสนอแนะแนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการบริหารจัดการด้านสาธารณภัยขององค์การบริหารส่วนจังหวัดเชียงใหม่ พบว่า ควรส่งเสริมการมีส่วนร่วมปรับความลาดชัน ของพื้นที่เพื่อลดการพังทลายของดินการสร้างฝาย สร้างอ่างเก็บน้ำ หรือขุดสระน้ำ และควรส่งเสริมมีส่วนร่วมในการจัดฝึกอบรมการสร้าง จิตสำนึก หรือให้ความรู้ในด้านต่างๆ เพื่อสนับสนุน การป้องกันและลดผลกระทบจากความเสี่ยงจากสาธารณภัย

(Quantitative Research) by using a sample group for research, which is a group of people in the area of ​​the Chiang Mai Provincial Administrative Organization, 400 people, which was obtained by stratified random sampling. The tool used to collect data was a questionnaire used in the research. Data were analyzed using frequency, percentage, mean and standard deviation. and the F-test, the questionnaire data was analyzed by the Social Science Research Package Program. The statistics used were frequency, percentage, mean (x̅), standard deviation (S.D.) and qualitative research methodology (Qualitative Research) by providing important information, namely a representative of Buddhist scholars, 1 figure, a group of senior executives of the Chiang Mai Provincial Administrative Organization, 2 people, a group of operational executives. of the Chiang Mai Provincial Administrative Organization, number 2 people, public administration academics, number 1, people in the area of ​​Chiang Mai Provincial Administrative Organization, number 3 people, which was obtained by means of purposive sampling. The tool used to collect data was an interview. The interview data was analyzed by using the content analysis technique The results showed that 1.
